Duckworth, Moran Introduce Bipartisan Bill to Address Nationwide Shortage in Aviation Workforce

[WASHINGTON, DC] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senator Moran (R-KS) today introduced bipartisan legislation to address the nationwide shortage of airplane pilots, mechanics and other positions in our aviation workforce in the wake of the COVID-19 pandemic. The Aviation Workforce Development Enhancement Act would help expand the Federal Aviation Administration (FAA)’s current Aviation Workforce Development Grant program by increasing annual funding for pilot development and mechanic development grants, as well as provide grant funding for aviation manufacturing workforce development.

“As a pilot, I know that investing in aviation-focused workforce development programs helps attract and retain the best talent and keeps our nation at the forefront of global aviation innovation,” said Duckworth. “With our nation’s aviation workforce hard hit by the pandemic, I’m proud to introduce this bipartisan legislation with Senator Moran to help grow the pipeline of future pilots, mechanics and manufacturing workers to help the aviation and aerospace industries meet the demands and challenges of tomorrow.”

“The state of Kansas is renowned for its aviation industry, but it’s only as strong as our workforce,” said Moran. “Further investment into these important programs and expanding the eligibility to the aviation manufacturing sector will work to strengthen the talent pipeline and prevent disruptions within this important industry.”

According CNBC, citing an estimate from consulting firm Oliver Wyman, the aviation industry is experiencing a shortage of as many as 8,000 pilots, approximately 11 percent of the total workforce. The same estimate suggested a shortage of 30,000 pilots by 2025. According to Crain’s Chicago Business, in 2020, FAA issued 30 percent fewer airplane mechanic certificates than the agency did in 2019. That same report found new certificates increased in 2021, but demand for airplane mechanics still outstripped supply. Additionally, according to a 2020 GAO study, half of FAA certified mechanics and repair technicians as of 2018 were over age 50.  According to Reuters, aerospace employment in the United States is 8.4 below pre-pandemic levels.

Equal Pay for All Team USA Athletes One Step Closer as Cantwell-Championed Bill Passes Senate

Legislation ensures all Team USA athletes—regardless of gender—receive equal pay and benefits in global competition

WASHINGTON, D.C. – Last week, by unanimous consent, the U.S. Senate passed Sen. Maria Cantwell’s (D-WA) bipartisan Equal Pay for Team USA Act, which would ensure equal compensation and benefits for all athletes representing the United States in the Olympics and in global amateur athletic competition, regardless of gender.

“The Equal Pay for Team USA Act requires the U.S. Olympic Committee and the governing bodies to provide the same pay, medical care, and coverage of expenses to U.S. athletes regardless of gender — or risk decertification” Sen. Cantwell said. “By passing the bill out of the Senate, we’re sending a message to all the young girls who dream of a future in sports – you will get equal pay for your success. I will continue to push the House to get this finally passed into law.”

Sen. Cantwell (D-WA), chair of the Senate Committee on Commerce, Science and Transportation, introduced the bipartisan legislation with Sen. Capito (R-WV) in July 2021. The bill passed the Commerce Committee on June 22, 2022, on the eve of the 50th anniversary of Title IX. The bill now awaits passage in the House.

 The Equal Pay for Team USA Act applies to 50 different sports’ national governing bodies, and it requires the United States Olympic & Paralympic Committee (USOPC) to conduct oversight and the USOPC and national governing bodies to report on compliance with the legislation. Along with ensuring equal compensation for athletes, the bill would also require equal payment for medical care, travel, and expenses. 

Currently, men and women athletes can be, and in many cases are, paid differently for representing Team USA in the same sport. In 2019, when the world-champion U.S. Women’s National Soccer Team (USWNT) sued for equal pay, Sens. Cantwell and Capito teamed up to introduce a bipartisan bill that amplified the chorus of voices demanding equal pay for Team USA.

In September, Sen. Cantwell joined leaders of U.S. Soccer, USWNT, the U.S. Men’s National Soccer Team (USMNT) and Seattle OL Reign player Megan Rapinoe, for the signing of historic Collective Bargaining Agreements which guaranteed players of both the Men’s and Women’s National Soccer Teams receive equal pay for equal play. At the signing ceremony, Sen. Cantwell spoke on her effort to pass national legislation, saying, “We are going to use the power of this moment to get national legislation passed so that every young girl in every sport knows that we will have equal pay when it comes to sports in the United States of America. Let’s celebrate!”

Fischer Statement on Crisis at the Southern Border

In a 24-hour time span from Friday to Saturday, more than 2,600 people illegally crossed into El Paso, Texas, from Mexico.

“Countries are supposed to have borders. Yet under this administration, we continue to see a record-breaking surge of illegal crossings at the southern border.

“When we can’t control who is entering our country and what they are bringing – that’s a serious national security risk.

“Instead of claiming ‘there are more important things going on,’ President Biden should wake up and finally recognize that this is a crisis.

Healthcare Provisions in the Inflation Reduction Act

Overview

The Inflation Reduction Act has laid the groundwork for—and in some cases already implemented—long-term changes in federal policy that will keep people healthier and deliver higher quality care at lower cost to patients. Even better, these benefits are delivered while simultaneously reducing the deficit by finally allowing Medicare to negotiating bulk discounts on the price it pays for prescription drugs. This will save taxpayers hundreds-of-billions.

It’s a well named bill. The IRA will provide lasting relief and protection from inflation for years to come, especially with regards to healthcare.

It was a long process to get the bill passed—taking more than a year—but the final product is something to be proud of.

Immediate Impact

  • Extend Affordable Care Act premium subsides. The Inflation Reduction Act makes a three year extension of premium subsidies for American’s who receive their healthcare through the Affordable Care Act – more than 100,000 Maine people – Congress extended enhanced premium assistance for ACA marketplace plans through 2025; 80 percent of Maine ACA enrollees saved on insurance, and average savings per enrollee were more than $600 in 2022.

Beginning in 2023

  • Provide free vaccines for seniors. The Inflation Reduction Act makes all vaccines free in Medicare for seniors, the only population for which vaccines were not already free. 
  • Institute a new “inflation rebate” under Medicare. Drug companies should not be allowed to make arbitrary and rapid price increases on products that are not changing year-to-year. The Inflation Reduction Act requires drug companies rebate back the difference to Medicare if they raise prices higher than inflation. 
  • Limits insulin copays to $35/month. For too long, Maine seniors have faced uncertainty when paying for insulin which could costs hundreds of dollars out of pocket. The Inflation Reduction Act ensures no senior will pay more than $35/month for this life-sustaining medication.

Beginning in 2024

  • Caps Medicare Part D Premium Growth. For seniors on fixed incomes, increasing Medicare premiums can be a massive burden; the Inflation Reduction Act, in 2024, will prohibit premiums increasing more than 6% per year.
  • Expand premium and co-pay assistance on prescription drugs for low-income individuals. Currently, the low-income subsidy program (LIS) under Medicare Part D is fully available to all seniors earning less than 135% of the federal poverty level, and partially available to seniors earning less than 150% of the federal policy level. The Inflation Reduction Act eliminates the partial subsidy status, giving those seniors the full low-income subsidy under Medicare Part D. 

Beginning in 2025

  • Cap Medicare patients’ out of pocket costs at $2,000 per year. Today, there is no cap on spending for prescription drugs seniors buy from pharmacies. The Inflation Reduction Act caps Medicare’s out of pocket prescription drug costs at $2,000 a year, ensuring that devastating diagnoses, like cancer, will never again mean paying tens of thousands for just one drug.

Informational session taught West Virginians how to check their broadband coverage and challenge the new FCC maps

Washington, DC – Today, U.S. Senators Joe Manchin (D-WV) and Shelley Moore Capito (R-WV) and the West Virginia Broadband Office hosted an informational session for West Virginia community leaders on the Federal Communications Commission’s (FCC) new broadband coverage maps, how to check coverage and if it’s incorrect, challenge the maps. The FCC has encouraged all interested parties, including states, communities, and West Virginians, to submit challenges by January 13th, 2023.

“West Virginia is primed to receive and compete for hundreds of millions of dollars to bring reliable, affordable broadband access to all West Virginians, but only if the broadband coverage maps are correct,” said Senator Manchin. “Because of our bipartisan efforts and years of advocating, West Virginians can now finally search the FCC’s maps to see if they accurately show broadband coverage at an address. Today my staff, along with Senator Capito’s staff and the West Virginia Broadband Office, showed West Virginia community leaders how to utilize the FCC’s maps to determine coverage, and if the map is wrong, submit a direct challenge to the maps. I encourage all West Virginians to check their address on the map to help ensure West Virginia gets our fair share of this critical funding.”

“For years now, I have worked hard to make sure we produce broadband maps that accurately represent the connectivity challenge that we face in West Virginia, especially because they will be a major factor in the distribution of Infrastructure Investment and Jobs Act funding. While the draft broadband availability maps recently release by the FCC are a step forward, I continue to have concerns regarding their accuracy in West Virginia,” Senator Capito said. “Today’s event was a helpful tool following efforts I’ve led to get the word out about West Virginians’ ability to challenge the FCC’s maps, and use their personal experience to assist in our efforts to close the digital divide.”

“Every West Virginian needs to be accurately represented on the FCC National Broadband Map, especially when funding allocations are based upon the map,” said Kelly Workman, Director of the WV Office of Broadband. “There are still too many West Virginians that lack broadband connectivity, particularly in our rural communities.  If the map shows technology or speeds that are not truly available at your address, or if your location is missing, please take the opportunity to submit a challenge to the FCC prior to January 13.”

On November 18th, the FCC released updated broadband coverage maps. These pre-production map updates are the direct result of years of Senator Manchin and Senator Capito’s work urging the FCC to update their incorrect broadband coverage maps that determine how millions of dollars in funding to expand reliable, affordable broadband coverage for Americans and West Virginians is allocated.

WASHINGTON, DC — Today, U.S. Senator Jacky Rosen (D-NV) applauded news that President Biden will establish an interagency group led by the Domestic Policy Council and National Security Council to increase and better coordinate efforts to combat antisemitism and other forms of discrimination in the United States. The President has tasked the interagency group to develop a national strategy to counter antisemitism as its first order of business. 

This follows a bipartisan, bicameral letter led by Senator Rosen and signed by 125 colleagues in the Senate and House calling for the development of a unified national strategy to monitor and combat antisemitism and ensure closer interagency coordination, with the goal of adopting a whole-of-government approach. 

“With Jewish communities here in the U.S. and worldwide experiencing an epidemic of anti-Jewish bigotry and violence, a whole-of-government approach is needed to counter the scourge of antisemitism,” said Senator Rosen. “I am pleased to see President Biden heeded our call to convene an interagency group and develop a national strategy to combat antisemitism. Senator Rosen has been a leader in the fight to combat antisemitism. Despite his admission “The pandemic is over,” President Joe Biden is refusing to commit to funding our nation’s military unless we continue to force servicemembers to take the COVID shot. In fact, when asked, his press secretary refuses even to say he’ll sign the funding bill.

Our military is suffering a severe recruiting crisis, and Biden’s fixation on a never-ending pandemic and woke military is certainly not helping. As a member of the Senate Armed Services Committee, I’ve spent the last six months fighting for our men and women in uniform set to be discharged thanks to the draconian Biden vaccine mandate; and for six months, I have fielded nothing but political deflection that betrays the White House’s complete disregard for our military and our national security.

This should be unthinkable when America’s adversaries around the world are threatening the safety and security of our nation and its allies. North Korea is racing to expand its ballistic missile capabilities, China is increasing its threats against our partner Taiwan and Russia has deepened its relationship with Iran to help wage its war against Ukraine.

 

During times like these, Biden should be laser-focused on ensuring the US military remains the most lethal fighting force on the globe. Instead, he continues to impose a vindictive and unnecessary vaccine mandate on our troops, forcing many of them to the sidelines. As commander in chief, one of the president’s most important duties is to protect those who volunteer to serve our nation, a duty he violated when he imposed the mandate.
 

The Pentagon made COVID vaccinations mandatory for our nation’s troops in August 2021. The rules were clear: All servicemembers would take the shot or risk being fired. In doing this, Biden not only failed our men and women in uniform — he undermined our national defense.

More than 8,400 active-duty servicemembers have already been fired for not getting vaccinated, and more than 10,000 soldiers in the Army Reserve and National Guard have been barred from drills, training and pay. The religious exemptions the administration touted were yet another empty promise. As of Dec. 1, the Army had granted just 123 — out of 9,005 requests.

Meanwhile, the number of Americans volunteering to serve continues to decline. The Army alone fell 15,000 soldiers short of its recruiting goal this year, and the US military as a whole is facing its greatest recruiting challenge since the volunteer service’s inception.

But in spite of this clear recruiting and retention crisis, the president chose to bend to the demands of the Democratic Party’s most radical voices. These are the same individuals who, for almost three years, called for lockdowns, school closures and mandatory masking of children in the name of “science.” The “science” changed more than once, but the narrative never did, which tells you all you need to know about where this faction comes down on questions of freedom vs. government control.

It is long past time for Congress to step in. And now, at last, we have secured a bipartisan, bicameral provision in the National Defense Authorization Act that will repeal Biden’s mandate once and for all and restore this basic freedom to our men and women in uniform. Many of our servicemembers have chosen to get vaccinated; others have chosen not to. Whether they opted out due to genuine unease over potential health risks or a sincerely held religious belief, that decision is a personal one that deserves our respect.

 

I urge the president to recognize this and stand with my colleagues in Congress by repealing the uniquely dangerous power grab that is the military vaccine mandate. He should immediately sign the NDAA into law when it arrives at his desk and work to make whole our troops who were the victims of his quest for power. If not, my congressional colleagues must ensure that soldiers, sailors, airmen and marines who were so carelessly discharged are reinstated with back pay. 
 

The Pentagon must also correct relevant military records to ensure those who were unfairly targeted do not have black marks on their record. Those who have volunteered to defend our freedom deserve the freedom to decide for themselves whether or not to get vaccinated. I stand with our troops, and that means standing against President Biden’s military vaccine mandate.

WASHINGTON, D.C. – Today, U.S. Senators Shelley Moore Capito (R-W.Va.) and Joe Manchin (D-W.Va.) and the West Virginia Broadband Office hosted an informational session for West Virginia community leaders on the Federal Communications Commission’s (FCC) new broadband coverage maps, how to check coverage and if it’s incorrect, challenge the maps. The FCC has encouraged all interested parties, including states, communities, and West Virginians, to submit challenges by January 13th, 2023.

“For years now, I have worked hard to make sure we produce broadband maps that accurately represent the connectivity challenge that we face in West Virginia, especially because they will be a major factor in the distribution of Infrastructure Investment and Jobs Act funding. While the draft broadband availability maps recently release by the FCC are a step forward, I continue to have concerns regarding their accuracy in West Virginia,” Senator Capito said. “Today’s event was a helpful tool following efforts I’ve led to get the word out about West Virginians’ ability to challenge the FCC’s maps, and use their personal experience to assist in our efforts to close the digital divide.”

“West Virginia is primed to receive and compete for hundreds of millions of dollars to bring reliable, affordable broadband access to all West Virginians, but only if the broadband coverage maps are correct,” Senator Manchin said. “Because of our bipartisan efforts and years of advocating, West Virginians can now finally search the FCC’s maps to see if they accurately show broadband coverage at an address. Today my staff, along with Senator Capito’s staff and the West Virginia Broadband Office, showed West Virginia community leaders how to utilize the FCC’s maps to determine coverage, and if the map is wrong, submit a direct challenge to the maps. I encourage all West Virginians to check their address on the map to help ensure West Virginia gets our fair share of this critical funding.”

“Every West Virginian needs to be accurately represented on the FCC National Broadband Map, especially when funding allocations are based upon the map,” Kelly Workman, Director of the WV Office of Broadband, said. “There are still too many West Virginians that lack broadband connectivity, particularly in our rural communities.  If the map shows technology or speeds that are not truly available at your address, or if your location is missing, please take the opportunity to submit a challenge to the FCC prior to January 13.”

On November 18th, the FCC released updated broadband coverage maps. These pre-production map updates are the direct result of years of Senator Capito and Senator Manchin’s work urging the FCC to update their incorrect broadband coverage maps that determine how millions of dollars in funding to expand reliable, affordable broadband coverage for Americans and West Virginians is allocated.
