Kennedy announces $25.1 million in disaster aid for Calcasieu, St. Tammany, Tangipahoa Parishes, New Orleans

MADISONVILLE, La. – Sen. John Kennedy (R-La.), a member of the Senate Appropriations Committee, today announced $25,119,195 in Federal Emergency Management Agency (FEMA) grants for Louisiana disaster aid.

“I am grateful to see Calcasieu, St. Tammany and Tangipahoa Parishes, along with the city of New Orleans and other parts of our state, receive this $25.1 million for flood protection and Hurricane Laura recovery,” said Kennedy.

The FEMA aid will fund the following:

  1. $11,690,079 to the Office of Risk Management to repair damages to 42 water control structures as a result of Hurricane Laura.
  2. $7,355,145 for the elevation of 30 properties in St. Tammany Parish to mitigate flood risk.
  3. $2,455,921 for the elevation of 10 structures in the city of New Orleans to mitigate flood risk.
  4. $2,390,687 for the elevation of 13 properties in Tangipahoa Parish to mitigate flood risk.
  5. $1,227,363 to the Calcasieu Parish School Board to repair damages to Dolby Elementary School as a result of Hurricane Laura.

Braun, Tester introduce bipartisan CARE Act to support caregivers for veterans

(U.S. Senate) – Senate Veterans’ Affairs Committee Chairman Jon Tester (D-Mont.) and U.S. Senator Mike Braun (R-Ind.) this week introduced their bipartisan Veterans Caregiver Application and Appeals Reform Act of 2023 (CARE Act of 2023) to improve operation and oversight of the Program of Comprehensive Assistance for Family Caregivers, also known as the Caregivers Program.

“VA has made solid progress in expanding access to the Caregivers Program, but we’ve got to keep moving the ball forward on getting more veterans and caregivers the support they earned and deserve,” said Tester. “Our bipartisan bill is key to this effort, and will increase oversight to help deliver a more user-friendly and transparent Program. This is one of my top priorities as Chairman, and I’ll keep working with VA and stakeholders to make sure the Program is accessible for veterans and caregivers in Montana and across the country.”
 
“Congress created the caregiver program to provide critical assistance to our veterans who have sacrificed so much for our country,” said Braun. “The CARE Act makes improvements to the program to ensure that veterans have access to the best care possible.”

VA’s Caregivers Program offers comprehensive support to caregivers of veterans who were injured in the line of duty. Veterans and caregivers have been reporting concerns with the application processes for the Program, including the lack of inclusion of medical specialists to evaluate veterans’ care needs, lack of proper notice of VA decisions, and the need for help from advocates to guide them through the complicated application and appeals processes. The Senators’ bill would provide a pathway to advocacy for Veterans Service Organizations and other accredited agents, require VA to use relevant medical specialists to evaluate applications, require VA to provide specific information in denial letters, and require VA to provide an annual report to Congress on the program.

“DAV’s advocacy efforts have long been at the forefront of establishing the VA family caregiver program and expanding it to veterans of all generations,” said Disabled American Veterans (DAV) National Legislative Director Joy Ilem. “It’s imperative, however, that the program is fine-tuned as necessary to better serve our nation’s severely-disabled veterans and their caregivers. We applaud the introduction of this legislation and appreciate Senators Tester, Braun, Cornyn, Baldwin, Rosen, and Peters for their leadership.”

Senator Braun to vote NO on debt ceiling deal, will receive vote on NO DEFAULT amendment

WASHINGTON — Senator Mike Braun will vote no on the debt ceiling bill expected to be voted on in the Senate as soon as tonight.
 
Senator Braun released this statement earlier this week about his opposition to the debt ceiling deal.
 
“This deal makes our current bloated spending levels the new baseline going forward, setting us further down the path to financial ruin. We need deep spending cuts, and Congress shouldn’t get paid until we deliver a real budget that seriously addresses our massive debt. There’s more drama here than usual but sadly the play is going to end the same way: the big spenders in both parties getting together to increase the size of the federal government.”Senator Mike Braun
 
Senator Braun will receive a vote on his “No Default” amendment to the bill. This amendment removes the drama from debt ceiling negotiations by allowing the Treasury to continue to pay necessary obligations after an “X date” but will automatically cut 1% of discretionary spending every 30 days (not including entitlements) until Congress makes a deal, giving Congress an incentive to make a budget to avoid cuts to policy priorities from both parties.
 
Senator Braun spoke on the Senate floor today about his amendment, the debt ceiling impasse, and our country’s dire financial straits.

Today, I’m introducing my No Default Amendment.

This amendment is simple.
 
We need to cut the drama out of these debt ceiling negotiations and give Congress an incentive to pass a real budget.
 
Under my amendment, if we pass the X date, the Treasury can continue to cover necessary obligations and avoid default until Congress makes a deal.
 
But crossing the X date would result in automatic 1% cuts to all discretionary spending every 30 days.
 
It would cut out all the drama around raising the debt ceiling, and provide an incentive to come to a responsible agreement.

Wyden, Merkley, Colleagues Press to Hold Companies Accountable for Unlawfully Employing Migrant Child Labor

Washington, D.C. – U.S. Senators Ron Wyden and Jeff Merkley said today that they and Senate colleagues are pressing to hold nine companies accountable that contracted with Packers Sanitation Services, Inc., which the Department of Labor found were unlawfully employing migrant child labor at these host companies’ facilities.

“We write in response to recent reports that your company employed a contractor, Packers Sanitation Services Inc. (PSSI), that violated the Fair Labor Standards Act’s (FLSA) prohibition on the use of child labor in hazardous environments and exploited migrant children,” Wyden, Merkley, and colleagues wrote to the nine companies. “We are concerned that your company potentially turned a blind eye to glaring child labor issues in your facilities, and are deeply troubled by the response to previous Congressional inquiries that seek to shift accountability away from host companies to third-party contractors. While we recognize that you may have severed ties with PSSI, we are seeking information on your company’s process for monitoring contractor compliance with labor laws as well as information on the changes you will be implementing to prevent similar incidents from occurring in the future.”

Since 2018, the U.S. Department of Labor has seen a 69 percent increase in companies illegally employing children. In fiscal year 2023, the Department of Labor found 835 companies it investigated had employed more than 3,800 children in violation of labor laws. In this particular case, the Department of Labor’s Wage and Hour Division began investigating PSSI in August 2022 and found PSSI liable for employing more than 100 children, aged 13 to 17 at 13 meat-processing facilities in eight states. As Department of Labor noted when unveiling an interagency child labor task force in February, companies who contract for services are often not vigilant about who is working in their facilities, creating child labor violations up and down the supply chain, and host companies often falsely claim that they are unaware or unable to control child labor issues happening at their worksites.

In the letters, the senators asked each host company to detail the changes to their contractor monitoring and procurement processes they plan to implement or have made since the discovery of PSSI’s use of child labor to ensure this never happens again.

The senators sent letters to nine companies that contracted with PSSI, including Tyson Foods, George’s Inc. (part of Rosen’s Diversified, Inc.), JBS Foods, Maple Leaf Farms Inc., Cargill Inc., Turkey Valley Farms, Buckhead Meat of Minnesota (part of Sysco Corporation), Gibbon Packing Co., and Greater Omaha Packing Co. Inc.

The letters were led by U.S. Senators Bob Menendez, D-N.J., and Cory Booker, D-N.J. Alongside Wyden and Merkley, the letters were signed by U.S. Senators Catherine Cortez Masto, D-Nev., Tammy Baldwin, D-Wis., Richard Blumenthal, D-Conn., Dick Durbin, D-Ill., Peter Welch, D-Vt., Elizabeth Warren, D-Mass., and John Fetterman, D-Pa.

King Introduces Bipartisan Legislation to Better Evaluate Chinese National Security Threats

WASHINGTON, D.C.—U.S. Senators Angus King (I-ME), a member of the Senate Armed Services and Intelligence Committees, and Mitt Romney (R-UT), have introduced a bipartisan bill to better evaluate national security threats posed by China. The China Defense Spending Transparency Act would require the Defense Intelligence Agency to publish a comprehensive report detailing the full true extent of China’s military capacity.

Official statistics coming from China about their defense spending are at odds with independent estimates, and include misleading figures which ultimately distort the American public debate about our own defense spending. The required report would take into account the military-civil fusion present in the People’s Republic of China’s (PRC) and provide policymakers, and the American public, a clearer understanding of the real value of Chinese military expenditures.

“The Chinese Communist Party has consistently demonstrated its desire to challenge the balance of global policymaking and undermine a rules-based international order,” Senator King said. “The first step in addressing any potential threat—this one included—is to get a clear understanding of the facts. This report will help Congress and defense officials better quantify and understand the true expanse of China’s military—using our own intelligence and information gathering to guide America’s critical national security decisions rather than take China’s word for their intent. The China Defense Spending Transparency Act is bipartisan, commonsense legislation to ensure that the United States can have clear eyes in deterring and preparing for any potential conflicts. General Mark A. Milley, Chairman of the Joint Chiefs of Staff, in testimony before the Senate Armed Services Committee asserted: “At an unclassified level I would tell you that, combined, the Russian and Chinese budgets exceed our budgets, if all the cards are put on the table. Both governments do not put all their cards on the table when it comes to their budget. It is a very difficult thing to discern, that which is being spent on their defense versus other priorities. With respect to China, they have put significant levels of effort…significant levels of resources into building the Chinese military. And the Chinese military, as we have noted many times before, is on a significant increasing rise in capability over the last 20 or 30 years, and they continue to invest heavily in that.”

A member of the Senate Armed Services Committee and the Senate Select Committee on Intelligence, Senator King is recognized as a thoughtful voice on national security and foreign policy issues. He recently introduced bipartisan legislation to establish a commission tasked with developing a comprehensive whole-of-government approach for how the United States should address the economic, security, and diplomatic challenges posed by China. In January, Senator King visited Kyiv to hold bilateral meetings with President Zelenskyy and his Ukrainian counterparts to ensure that American aid was being used efficiently with proper oversight.

Important Step Towards Preventing Mexico’s Flagrant Trade Violation

WASHINGTON, D.C. – U.S. Senator Deb Fischer (R-Neb.), a member of the Senate Agriculture Committee, released the following statement after the Office of the U.S. Trade Representative (USTR) announced it has formally requested dispute settlement consultations with Mexico on the country’s ban on genetically modified corn. As part of the U.S.-Mexico-Canada Agreement (USMCA), member countries can request dispute settlement consultations to resolve trade compliance issues.

“This is yet another important step towards preventing Mexico’s flagrant violation of USMCA. 

“As I’ve said repeatedly, we should use every tool at our disposal to stop this unscientific and economically damaging ban on genetically modified corn from ever being enacted. Such a ban would be bad for family farmers, bad for Mexican consumers, and bad for the stability of our international trade agreements.

“I commend USTR’s actions today and the ongoing recognition that there can be zero compromise with Mexico here.” 

Background:

In March, USTR requested and held technical consultations with Mexico. These technical consultations for biotechnology issues are required before any dispute settlement could be pursued.

In December, Sen. Fischer led 25 of her bipartisan Senate colleagues in calling for the administration to hold Mexico accountable, including pursuing a dispute settlement process through USMCA.

Senators Collins, King Announce USS Oscar Austin to Visit Eastport for Fourth of July Celebration

The U.S. Navy has committed to sending the USS Oscar Austin, a Bath-built Arleigh Burke-class destroyer, from Norfolk, Virginia.

“We are grateful that the U.S. Navy will honor our state with this port visit during Eastport’s popular Fourth of July Festival,” said Senators Collins and King. “This visit will provide those who serve in the U.S. Navy and the citizens they protect an opportunity to come together to celebrate our independence. The Eastport Fourth of July parade and festival is the largest in the state and draws thousands of Mainers every year. 

Capito Announces $228,000 for West Virginia University Cancer Research

Capito Announces Over $200,000 to West Virginia University for Carbon Sequestration Research

CHARLESTON, W.Va. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.), a member of the Senate Appropriations Committee and the Ranking Member of the Senate Environment and Public Works (EPW) Committee, announced a $209,000 grant awarded to West Virginia University (WVU) through the U.S. Department of Agriculture’s (USDA) National Institute of Food and Agriculture (NIFA). This funding will support a study of the trade-offs of carbon sequestration by forests versus carbon credit programs to strike a balance between landowners aiming to sell timber and the natural ability of forests to naturally capture carbon from the air.

“West Virginia has the perfect ecosystem to research the ability of our Appalachian forests to capture carbon and the best minds to figure out the right economic balance of how this affects our climate at WVU.” Senator Capito said. “Carbon sequestration is an area I have worked on extensively through my role as Ranking Member of the Senate Environment and Public Works Committee, and I look forward to seeing our students and professionals contribute to the solutions we need in this field.”

Sen. Cramer Joins Letter Urging DOE, Biden Administration to Withdraw Rule Exacerbating Transformer Shortages

WASHINGTON – U.S. Senator Kevin Cramer (R-ND), member of the Environment and Public Works (EPW) Committee, joined Senator Bill Hagerty (R-TN) and 45 of his colleagues on a bipartisan letter urging the Department of Energy (DOE) to refrain from finalizing a proposed rule which would require all distribution transformers to shift from the current industry standard to amorphous steel cores.

This would significantly add to the cost of distribution transformers and increase grid instability by limiting availability of essential equipment. The senators also requested a briefing with Secretary Jennifer Granholm on the development of the proposal and how DOE can address the supply chain challenges facing distribution transformers with its existing authority.

“Currently, the United States only has one domestic producer of amorphous steel. Moving to amorphous steel cores, as proposed by DOE, would require this sole domestic supplier to rapidly scale operations from its current market share of less than five percent to accommodate the entire distribution transformer market. Such a recalibration of the supply chain will further delay manufacturing production timelines – currently estimated to be a minimum of 18 months to two years,” wrote the senators.

“By phasing out the primary market for U.S.-produced GOES, the Proposed Rule could jeopardize this progress, putting everyday American families at risk. Further, we are concerned that requiring the use of amorphous steel for new distribution transformers could put the administration’s electrification goals at risk by exacerbating an existing grid vulnerability. At the same time, we recognize the numerous and often underappreciated benefits of energy efficiency and support the overall goal of reducing wasteful electrical losses in our distribution grid. We believe the most prudent course of action is to let both GOES and amorphous steel cores coexist in the market, as they do today without government mandates, for new installations as we ramp up domestic production and reorient supply chains,” continued the Senators.

“We are committed to working with you to identify short and long-term solutions to the supply chain shortage of these critical grid components with a goal of building a robust domestic market and a more efficient and reliable grid for decades to come,” concluded the senators.
