Capito, Stabenow Introduce Bipartisan Bill to Improve Care for Alzheimer’s Patients

WASHINGTON, D.C. — U.S. Senators Shelley Moore Capito (R-W.Va.) and Debbie Stabenow (D-Mich.), yesterday introduced a comprehensive bill to help families across the country dealing with Alzheimer’s disease. The Comprehensive Care for Alzheimer’s Act would help the 95% of individuals with dementia that have one or more other chronic conditions, such as hypertension, heart disease, and diabetes.

“As the number of individuals living with Alzheimer’s disease and other forms of dementia continues to increase, it is so important that we continue to look for ways to better care for them,” Senator Capito said. “By enhancing the coordination of this care, we can lessen the burden for patients and their caregivers while reducing health care costs by preventing unnecessary physician visits or duplicate tests. As someone who served as the primary caregiver for parents living with Alzheimer’s disease, I know personally just how needed this model is.”

BACKGROUND:

By 2050, nearly 13 million Americans are projected to live with Alzheimer’s disease. In West Virginia alone, it is expected that 44,000 individuals will be living with Alzheimer’s by 2025, and over 830 individuals will lose their life to the disease each year.

The Comprehensive Care for Alzheimer’s Act would: 

  • Provide comprehensive care management services, including monitoring of additional health conditions, medication management, and care coordination.
  • Establish high standards of care by evaluating the quality of care provided to patients, including clinical outcomes, patient and caregiver experience, and utilization of care.  
  • Eliminate cost-sharing for patients and pay providers a monthly amount based on the complexity and quality of the patient’s care. It would allow both large and small providers to participate, including hospitals, community health centers and rural health clinics. 
  • Ensure that caregivers are supported and able to participate in the coordination and management of care. 
  • Require outreach to underrepresented populations, as well as culturally appropriate care.

Sen. Cramer, All SASC Republicans Urge DOD to Rescind Policy Facilitating Abortions

BISMARCK — U.S. Senator Kevin Cramer (R-ND) and his Senate Armed Services Committee (SASC) Republican colleagues sent a letter to U.S. Department of Defense (DOD) Secretary Lloyd Austin urging him to rescind a new agency policy facilitating abortions. Specifically, DOD will cover travel expenses, including transportation, lodging, and meal costs, for military personnel seeking abortions within the first 20 weeks of pregnancy.

“The policies the Department of Defense announced on February 16, 2023, are a blatant attempt to circumvent numerous federal statutes that distance the military from abortion-related decisions,” wrote the Senators. “Namely, it would force taxpayers to subsidize abortions by paying for service members or their dependents to travel to obtain the procedure and by granting additional leave for this purpose. The Department of Defense’s actions tell our service members pregnancy is a liability to the force. They also imply our military’s success hinges on access to abortion. The former is a mistake; the latter is false.”

Scott, Barrasso Bill Helps NATO Allies Escape Energy Dependence on Russia

WASHINGTON – U.S. Senators Tim Scott (R-S.C.) and John Barrasso (R-Wyo.) re-introduced legislation to enhance the energy security of North Atlantic Treaty Organization (NATO) members by providing an escape from dependence on Russian energy. 

The Energy Security Cooperation with Allied Partners in Europe (ESCAPE) Act aims to strengthen our national security and significantly weaken Russia’s ability to coerce our NATO allies by providing them with efficient and reliable American energy. In addition, the legislation mandates sanctions on those who facilitate the development of Russian energy pipelines.

“Unleashing America’s abundant natural resources makes us more energy independent and strengthens our national security,” said Senator Scott. “I’m proud to champion this legislation, which advances our security interests and helps our allies break free from the energy supply of aggressors like Russia.”

“In light of Russia’s year-long invasion of Ukraine, it is more important than ever to provide energy security to our allies in Europe. Putin continues to use Europe’s dependence on Russian energy as a geopolitical weapon to coerce and pressure our allies,” said Senator Barrasso. “The ESCAPE Act takes away Putin’s leverage through expanding American natural gas exports. The United States can help our allies obtain reliable American energy and loosen Putin’s political grip on the region.” 

Representative Carol Miller (R-WV-1) introduced the companion legislation in the U.S. House of Representatives.

Background:

As energy prices have risen, Russia continues to undermine peace and security across Europe by wielding its energy exports as a weapon for political coercion. Russia invaded Ukraine on February 24, 2022 and months later, cut off all gas supplies to Europe in response to the Western sanctions. 

The Energy Security Cooperation with Allied Partners in Europe Act or the ESCAPE Act:

  • Directs the U.S. Permanent Representative to NATO to work with NATO member states to address energy security for the organization’s members and partners in Europe and Eurasia.
  • Calls for a comprehensive U.S. government transatlantic energy strategy that focuses on increasing the energy security of our NATO allies and partners and increasing American energy exports to those countries.
  • Requires the Secretary of Energy to expedite approvals of natural gas exports to NATO allies, Japan, and any other foreign country where exports of natural gas would promote the national security interests of the United States.
  • Authorizes mandatory U.S. sanctions on the development of Russian energy pipeline projects.

Warner and Kaine Applaud Medal of Honor Recognizing Heroism of Colonel Paris Davis from Arlington

WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) issued the following statement after President Biden awarded a medal of honor to retired U.S. Army Col. Paris Davis, a Virginian and a Black Vietnam War veteran and Special Forces officer, who was first nominated to receive the medal in 1965:

“We are extremely heartened to see President Biden finally award Colonel Paris Davis with the Medal of Honor for his heroism in Vietnam. Nearly six decades later, this long-overdue recognition serves as a reminder of the lives saved and families made whole thanks to Colonel Davis’ bravery. Davis’ leadership and his willingness to place himself in harm’s way to save others represent the highest values espoused by our military and serve as a model for our servicemembers.”

In 1965, during a battle against North Vietnamese forces, a wounded Colonel Davis led his patrol through two days of fighting against better-positioned enemy forces. Then-Captain Davis engaged in hand-to-hand combat and exposed himself to intense enemy fire in order to save two wounded non-commissioned officers and ultimately extract all members of his Company.

Following his heroic actions, Colonel Davis was twice nominated for the Medal of Honor – once in 1965 and later in 1969. Unfortunately, a final determination on his nomination packages appeared to never have been made because the packages went missing.

In 2016, Sens. Warner and Kaine wrote the Secretary of the U.S. Army, urging him to review the Medal of Honor nomination package for Colonel Davis. After ongoing advocacy by the Senators, the Secretary of Defense wrote to Sens. Warner and Kaine in December of last year notifying them that the Colonel’s actions merit the Medal of Honor.

Warner & Kaine Reintroduce Legislation to Protect Federal Workers, Contractors, Their Families During Shutdown, Debt Default

WASHINGTON — U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) reintroduced legislation to protect federal workers and their families from foreclosures, evictions, and loan defaults during a government shutdown or debt default. The Federal Employee Civil Relief Act would enable government employees and contractors to postpone payment obligations during a shutdown or debt default and for 30 days afterward.

“During the government shutdown under President Trump, we spent lots of time with government employees who often broke down crying because they didn’t know how they were going to put food on the table or keep a roof over their family’s heads,” said the Senators. “Some people in Congress treat government shutdowns or the threat of a debt default like political games, but to federal workers and their families, the consequences can be grim and all too real. This legislation will help shield federal employees and their families from those in Congress who think it’s good politics to stop paying our bills by shutting down the government or defaulting on our debt.”

During the December 2018 government shutdown, many federal workers received a pay stub with zero dollars on it. This bill addresses the real threat of federal workers and contractors losing their homes, falling behind on student loans and other bills, having their car repossessed, or losing their health insurance because they have been furloughed during a shutdown or required to work without pay. The Federal Employee Civil Relief Act would protect impacted workers from:

  • Being evicted or foreclosed;
  • Having their car or other property repossessed;
  • Falling behind in their student loan payments;
  • Having negative effects on their credit history;
  • Falling behind in paying their bills; or
  • Losing their insurance because of missed premiums.

This protection would last during a shutdown and debt default and 30 days afterwards to give workers a chance to keep up with their bills and would enable these workers to apply to a court to temporarily postpone payment obligations or eviction or foreclosure actions.

During the longest government shutdown in U.S. history in 2019, Sens. Warner and Kaine took a series of actions to protect affected workers, including guaranteeing back pay for federal employees, urging back pay for contractors, introducing budget amendments to protect federal workers, and urging OPM to prevent the termination of dental and vision insurance for federal employees. During the shutdown, Sen. Kaine objected to the Senate going out of session, which resulted in him securing passage of legislation to guarantee back pay for federal employees. He has also introduced legislation that would end Congress’ abuse of the debt ceiling and prevent a debt default by allowing the President to raise the debt ceiling subject to a congressional override.

Cassidy, Coons, Cornyn Reintroduce Bill to Support Hydrogen Technologies for Emissions Reductions

The Hydrogen Infrastructure Initiative includes four bills that will drive hydrogen demand:

  • The Hydrogen for Ports Act would support the demonstration of hydrogen- and ammonia-fueled equipment at ports and in shipping applications. Ports are well-suited to be early adopters of hydrogen fuel, with multimodal transportation applications converging on a single location that can share infrastructure at scale.
  • The Hydrogen for Industry Act would support commercial-scale demonstration projects for end-use industrial applications of hydrogen, including in the production of steel, cement, glass, and chemicals. Industrial processes have specific technical requirements that limit the options for substituting heat sources. Hydrogen can supply reliable, high-temperature heat, offering favorable characteristics for reducing emissions in the industrial sector. Hydrogen can also serve as a feedstock for production of ammonia, methanol, or other bulk chemicals.
  • The Hydrogen for Trucks Act would support the demonstration of heavy-duty fuel cell vehicles and hydrogen fueling stations while collecting critical data to inform future investments in hydrogen trucking infrastructure. The legislation would lower cost barriers and reduce risk for fleet operators interested in adopting hydrogen fuel cell vehicles by providing data and benchmarks, thereby incentivizing private investment and accelerating demonstration and deployment. In addition, the parallel adoption of vehicles and fueling stations will ensure their immediate utilization in the hydrogen economy.
  • The Hydrogen Infrastructure Finance and Innovation Act (HIFIA) would create a pilot financing program to provide grants and flexible, low-interest loans for retrofitted or new hydrogen transport infrastructure projects. This bill also includes a study to address outstanding questions related to technical requirements for transporting and storing hydrogen as well as an assessment of jurisdiction over siting, construction, safety, and regulation for hydrogen transport infrastructure.

Cassidy, Coons, and Cornyn were joined by U.S. Senators Ben Ray Luján (D-NM), Lisa Murkowski (R-AK), John Hickenlooper (D-CO), and Martin Heinrich (D-NM) in cosponsoring the bill. 

Background

Hydrogen is a high-energy fuel source that does not emit greenhouse gases at the point of use, allowing it to be used in intense and long duration applications. These traits make it an attractive fuel source, especially for hard-to-abate sectors like shipping and industry. As recent reports from Breakthrough Energy, the International Energy Agency, and Energy Futures Initiative have made clear, hydrogen will play a central role in reducing emissions, particularly in sectors such as marine shipping, iron and steel, and long-haul trucking. 

The Hydrogen Infrastructure Initiative is comprised of four pieces of legislation that provide targeted support to high-value end-use applications of hydrogen and the buildout of infrastructure needed to transport, store, and deliver hydrogen. The initiative is focused on providing critical support for energy-intensive sectors for which hydrogen is particularly well-suited, namely maritime, trucking, and heavy industry, as well as the infrastructure that is needed to transport hydrogen from where it is produced to where it can be used and stored. Priority is given to projects that will maximize emissions reductions to deliver the greatest environmental benefits. By lowering cost barriers and first-mover risks, the package enables projects and partnerships that will move the United States closer to meeting the demands of a robust hydrogen economy.

The Hydrogen Infrastructure Initiative builds on Cassidy’s Infrastructure Investment and Jobs Act (IIJA). Recent federal investments in hydrogen are already catalyzing projects across the United States. By sustaining generational long-term investments, the Hydrogen Infrastructure Initiative will help meet the high demand for existing hydrogen funds and accelerate adoption of hydrogen in key sectors.

  • Eliminate cost-sharing for patients and pay providers a monthly amount based on the complexity and quality of the patient’s care. It would allow both large and small providers to participate, including hospitals, community health centers and rural health clinics. 
  • Ensure that caregivers are supported and able to participate in the coordination and management of care. 
  • Require outreach to underrepresented populations, as well as culturally appropriate care.
