Total LIHEAP funding for Massachusetts reaches $216 million for the 2023 Fiscal Year

Washington (March 16, 2022) – Senator Edward J. Markey (D-Mass.), author of the Heating and Cooling Relief Act, today celebrated an announcement from the U.S. Department of Health and Human Services (HHS) that Massachusetts and the Mashpee Wampanoag Tribe will receive additional federal funding through the Low Income Home Energy Assistance Program (LIHEAP) to ensure low-income households and seniors can pay their energy bills, providing critical assistance during the cold winter months. Massachusetts will receive another $19.6 million, and the Mashpee Wampanoag Tribe will receive approximately $30,000. For the 2023 Fiscal Year, Massachusetts has now received a total of $215.6 million, and the Mashpee Wampanoag Tribe has received more than $323,800 in LIHEAP funding.

“From Winter Storm Elliot last December to this week’s Nor’easter, far too many families in Massachusetts have been buried under skyrocketing heating bills as they try to stay safe and warm,” said Senator Markey. “LIHEAP funding is essential for Massachusetts families and seniors who need a little extra help to make ends meet during the region’s harsh winters, and this announcement means more households will be able to access this critical relief. No family should have to choose between paying their energy bills or facing the freezing cold.”

Last month, Senator Markey and Representative Jamaal Bowman (NY-16) reintroduced the Heating and Cooling Relief Act to invest in and expand LIHEAP, ensuring families who are eligible for fuel assistance and support are provided the relief they need, and to leverage LIHEAP funding to invest in climate adoption and clean energy. Senator Markey also joined his colleagues in writing to HHS Secretary Xavier Becerra urging the swift allocation of remaining emergency LIHEAP funds. For Fiscal Year 2023, Senator Markey worked with his congressional colleagues to secure a total $6.1 billion in LIHEAP funding.

Rounds, Thune Work with Bipartisan Colleagues to Reintroduce Year-Round E15 Legislation

WASHINGTON – U.S. Senators Mike Rounds (R-S.D.) and John Thune (R-S.D.) joined Senator Deb Fischer (R-Neb.) in reintroducing the Consumer and Fuel Retailer Choice Act. This bipartisan legislation aims to allow the year-round, nationwide sale of ethanol blends higher than 10 percent. If passed into law, this bill would end years of regulatory uncertainty and prevent a patchwork approach of uneven state regulations. Increasing the availability of biofuels like E15 would benefit the economy, environment and consumers.

Rubio, Kaine Propose Plan to Increase Security and Stability in the Caribbean

Rubio Introduces Bills to Stand Up to Criminal Cuban Regime

Two weeks ago, Cuban agents were scheduled to meet with the U.S. Coast Guard and tour multiple facilities in the United States. As officials of a country designated as a State Sponsor of Terrorism, the presence of those Cuban intelligence operatives would have posed a direct threat to U.S. national security.    
 
U.S. Senator Marco Rubio (R-FL) took steps to prevent a similar situation from happening in the future. He introduced a bill to ensure State Sponsors of Terrorism and Terrorist Organizations are prohibited from engaging with the Secretary of Homeland Security through the International Port Security Program. Additionally, Rubio reintroduced two bills to push back against the Cuban regime’s repression: one legislation would prohibit Cuba’s removal from the State Sponsor of Terrorism List until there are free, fair, and democratic elections on the island and all political prisoners and prisoners of conscience are released; and the other legislation seeks to support internet freedom in Cuba.

  • International Port Security Enforcement Act: The legislation would ensure that ports controlled by State Sponsors of Terrorism and Terrorist Organizations are automatically deemed as not having effective antiterrorism measures, through the International Port Security Program, and that the U.S. Coast Guard does not share our nation’s port security protocols with them. Rick Scott (R-FL) is a cosponsor.
  • Fighting Oppression until the Reign of Castro Ends Act (FORCE) Act: First introduced in March 2021, the legislation would prevent President Joe Biden or Secretary Antony Blinken from removing Cuba from the State Sponsor of Terrorism List and lifting other Cuba-related sanctions. Under the FORCE Act, Cuba cannot be removed from the U.S. Department of State’s Sponsor of Terrorism list until the requirements under the LIBERTAD Act are met. Senators Ted Cruz (R-TX) and Rick Scott (R-FL) are cosponsors.

Scott Demands Answers from Secretary Yellen on Unsound Fiscal Policies, Silicon Valley Bank Failure

Today, before the U.S. Senate Committee on Finance, Senator Tim Scott (R-S.C.) pressed Treasury Secretary Janet Yellen on the White House’s massive budget request that includes over $5 trillion in tax hikes and balloons the national debt by nearly $20 trillion over the next ten years. The Senator, who serves as Ranking Member of the U.S. Senate Committee on Banking, Housing, and Urban Affairs, also demanded answers from the Secretary on the White House’s spending that created an inflationary environment and rising interest rates which led to the failure of Silicon Valley Bank.

Thank you, Chairman and Secretary Yellen, thank you for being here this morning, and thank you also for the conversation we had on Monday. We may not always see eye to eye on a number of the issues, but your availability was helpful and understanding and appreciating the actions of the administration. So, thank you for that part.

I’m sure you’ve seen – and maybe even had a big hand in proposing some of the President’s budget request. I could honestly spend hours talking about the President’s budget and how much I dislike it. I think it’s bad for the economy, I think it’s bad for the American people. We certainly see five trillion dollars worth of tax increases, seven trillion dollars in spending, the highest tax rate on individuals in this country in the last forty years, and a new corporate tax rate higher than the tax rate imposed the Chinese Communist Party on their own businesses. More and more policies that undermine our nation’s energy independence and energy security.

This isn’t a budget that unifies the country. This budget only seeks to isolate and divide us. This budget, simply said, taxes too much and spends too much.  In the midst of all this budget talk, however, we are once again having to exercise important oversight over the federal regulators and agencies that are responsible for ensuring they’re doing the job that Congress gave them the tools to do. As such, I want to spend some time discussing Silicon Valley Bank. While there are many questions that must be answered, I do know a few things for sure. 

First, the bank failed because of its management and because of its board. I know that the failure of SVB also was contributed to by a lax regulatory environment. I believe that the state and federal regulators failed to appropriately use the tools they have to supervise and regulate the failed institutions, and, finally, that Biden’s handling of the economy contributed to these banking failures. The President’s budget is further evidence of reckless taxing and spending that will only exacerbate the highest inflation we’ve seen in forty years. This impact will be felt by everyone and everything, from grocery bills to financial institutions. It appears that the San Francisco Fed was asleep at the wheel and failed to meet their basic, not enhanced, but basic supervisory responsibilities, therefore, missed their opportunity to use enhanced supervisory tools, if necessary. Instead of taking accountability for this blatant failure, regulators are now forecasting that they plan to increase regulations on the rest of the banking industry. In other words, the banks that made responsible business decisions and have not failed. The failure to supervise is inexcusable, and I plan to hold the regulators accountable. This administration’s tax and spending policies fueled inflation and will only further lead to unmanageable inflation and high and higher interest rates. Secretary Yellen, will this administration acknowledge that their reckless taxes spending contributed to not only the challenges that we not only see in everyday households but also to the challenges that we’re facing today with SVB?             

Thank you, I don’t want to cut you off, but I only have a minute left, and I want to just say there’s no doubt that the pandemic was in the rearview mirror we saw the COVID relief response in January of 2021 that spent $1.9 trillion dollars. The only thing missing in that COVID relief bill was COVID relief. We had 1% for COVID vaccines, under 10% for related health, and a lot of liberal policies embedded in the $2 trillion dollars of spending which then led and accelerated inflation to a 9.1% or a forty year high. The Fed’s response to the high level of inflation was to have 8 rate increases leading to a liquidity challenge that we are now seeing the results of.

King Sees Strategic “Opening” in Africa After China’s Broken Promises Strain Ties

WASHINGTON, D.C. – U.S. Senator Angus King (I-Maine) today asked a top U.S. general about opportunities in African countries where China has scaled back infrastructure promises or exploited debts. In a hearing of the Senate Armed Services Committee, King brought attention to growing “buyer’s remorse” among African countries that have partnered with China and urged General Michael Langley – Commander of United States Africa Command – to seize opportunities for the U.S. to capitalize on these broken promises.

We’ve been having a lot of discussion today about China’s activities in Africa. Is there any buyer’s remorse? China has sort of scaled back on Belt and Road, to some extent, and some of the debt issues are now coming to the fore,” said Senator King. “Are the countries in Africa starting to rethink some of those commitments? Buyer’s remorse is probably the best term.”

“Senator, great question. I traverse for that, for any indicators of that. Lo and behold, I saw a story this morning, out of Kenya. They’ve taken to the streets, of how China has been taking advantage of them in the deals that they strike,” replied General Langley. “There’s other indicators across the continent, other stories of debt-trap diplomacy….”

“If that’s the case, and it appears that it is, does this create an opening for us to be more active in infrastructure projects, support for development in these countries, that we can come in and show that it can be done in a much more efficient and skilled way?” asked Senator King.

“Absolutely, Senator. We do have that. We see that as an opportunity,” replied General Langley. “As we call it, a consolidated strategic opportunity, and we need to match it up with key strategic activities. And whereas we can use a whole government approach, we can use Prosper Africa, Digital Africa, and get these programs off the ground and going. I know that I met with Assistant Secretary Molly Fee last week, and also I was over at USAID, and we have a plan of action, collectively, whole of government, to be able to put it in motion.”

Continuing his questioning, King, a member of the Senate Energy and Natural Resources Committee, called for greater forward thinking on the continent to address Chinese control over critical resources like lithium.

“You used a phrase earlier that I noted, about the Chinese efforts to monopolize and get a hold of these rare earths and minerals, forward thinking by the [Chinese Government]. We haven’t been doing that forward thinking,” said Senator King. “We’ve allowed them to take control of, for example, lithium. An essential element for EV batteries, 87% of the processed lithium that goes into EV batteries in this country comes from China, and we haven’t been doing that forward thinking. I’m suggesting that that’s something we should start to think about, and it should be a combination of government action, but also the private sector. We don’t do everything by the government here.”

“Senator, that’s correct. We don’t tell the good news story enough,” replied General Langley. “But, on legislation passed, such as Prosper Africa, it’s also a message to our private industry to invest in Africa. That’s what I talk about when I talk to the country teams, as they are heavily recruiting back in the US, for investment in African nations and states.”

A member of the Senate Armed Services Committee and the Senate Select Committee on Intelligence, Senator King is recognized as one of the Senate’s leading, thoughtful voices on the national security and foreign policy challenges posed by China. Senators Johnson and Baldwin Renew Bipartisan Wisconsin Federal Nominating Commission

WISCONSIN – Yesterday, U.S. Senators Ron Johnson (R-WI) and Tammy Baldwin (D-WI) announced that they have renewed their agreement establishing the bipartisan Wisconsin Federal Nominating Commission to provide recommendations for nominations during the 118th Congress for U.S. Attorneys and federal judicial positions. Currently, there are vacancies in the U.S. Attorney position for the Western District of Wisconsin and for a federal judgeship on U.S. District Court for the Eastern District of Wisconsin.

Senator Johnson Joins Colleagues to Stop Biden Admin From Turning Lawful Gun Owners Into Felons With Pistol Brace Rule

WASHINGTON – Yesterday, U.S. Sen. Ron Johnson (R-Wis.) joined Sen. John Kennedy (R-La.), Sen. Roger Marshall (R-Kan.) and 44 of their Republican colleagues in introducing a Congressional Review Act (CRA) resolution of disapproval to prevent the Biden Administration’s Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) from enforcing an anti-Second Amendment pistol brace rule. The ATF’s rule would require gun owners to register pistols with stabilizing braces with the ATF or otherwise be subject to criminal penalties, turning law-abiding gun owners into potential criminals overnight.

“This new rule is yet another example of federal overreach by Biden’s Department of Justice. The unconstitutional action from the ATF is an infringement on the Second Amendment rights of law-abiding gun owners. I hope my colleagues on both sides of the aisle will join us in halting this action by the Administration,” said Sen. Johnson.

“Millions of law-abiding Americans use pistol braces, and many of those Americans rely on braces because they are disabled. If Congress doesn’t correct the ATF’s misguided rule, countless law-abiding gunowners in Louisiana and other states will become criminals in the blink of an eye. The Biden administration’s assault on the Second Amendment isn’t going to stop unless we defend this fundamental liberty,” said Sen. Kennedy.

“The Biden administration’s war on every American’s fundamental right to bear arms is relentless and an offense to our founders. Congress must use every tool at its disposal to stop the Biden ATF from enacting this unconstitutional gun grab and creating its newly proposed anti-2nd Amendment gun registry.   • The rule, titled Factoring Criteria for Firearms with Attached Stabilizing Braces, would reclassify pistols as short-barreled rifles if they have a stabilizing brace attachment, even though many disabled veterans and other Americans rely on these braces to use their firearms.
  • Under this rule, otherwise lawful gun owners could face up to 10 years in jail and thousands of dollars in fines if they fail to register pistols with stabilizing braces with the ATF.
  • If gun owners do not register their firearms, they would have to destroy the firearm, surrender their firearm to the ATF or remove the brace in such a way that it cannot be reattached.

Braun, Klobuchar introduce bipartisan legislation to help Americans save and pay for skills training and credentialing programs

Washington, D.C. — Senator Tom Cotton (R-Arkansas) introduced the Defending Our Defenders Act today, legislation that would make the murder of a state or local law enforcement officer a federal crime punishable by life in prison or the death penalty.
