(FRIDAY, Nov. 19, 2021) — Senator Patrick Leahy (D), Senator Bernie Sanders (I), Representative Peter Welch (D) and South Burlington City officials announced Friday that the U.S. Department of Transportation (USDOT) has awarded the City a Rebuilding American Infrastructure With Sustainability And Equity (RAISE) grant totaling $9,768,834, to build a bicycle and pedestrian bridge over Interstate 89.  The project will provide a safe and protected way for bicyclists and pedestrians to travel between South Burlington and Burlington.

Leahy said:  “This project in the heart of Chittenden County will make it safer and easier for Vermonters to travel home and to work by bike or on foot.  Part of the federal strategy to limit the worst impacts of climate change must be to invest in non-vehicular transportation infrastructure.  Projects like this not only improve our transportation network but strengthen Vermont’s downtowns with environmentally sustainable projects.”  In his role as Chairman of the Senate Appropriations Committee, Leahy included language in the Fiscal Year 2020 Omnibus Appropriations Bill to ensure that rural states like Vermont would receive a portion of these competitive grants.

Sanders said:  “If we are going to combat the existential threat of climate change, strengthen our economy, and improve the lives of Vermonters across the state, we can and must transform our transportation systems away from fossil fuels and toward sustainable alternatives.  This project, which provides a safe, affordable, and sustainable way for Vermonters to travel between Burlington and South Burlington, is an important step in the right direction.”

Welch said:  “Transportation is Vermont’s largest source of greenhouse gas emissions.  To do our part to combat climate change, it’s critical that we find ways to cut down on emissions, while improving quality of life for Vermonters.  This new project does just that: Vermonters will be able to travel safely by bike and on foot between South Burlington and Burlington, reducing our state’s greenhouse gas emissions while increasing accessibility to South Burlington’s new downtown center.”

South Burlington City Manager Jessie Baker said:  “On behalf of the residents and City Council of South Burlington, we want to sincerely thank Senator Leahy, Senator Sanders, and Congressman Welch for their support of this transformational project for our community.  Envisioned to be a destination, not just a pathway, this bicycle and pedestrian bridge will connect our burgeoning City Center with our neighboring community and key destinations such as the University and the Hospital.  Modern infrastructure is critical to address the impacts of climate change.  We are thankful for the financial support to do this while also building community vibrancy.” 

The RAISE grant for the City of South Burlington will provide $9,768,834 for the construction of a pedestrian and bicycle crossing bridge over Interstate 89 for East-West travel.  Currently, pedestrians and bicyclists must transverse four on- and off-ramps next to high-speed traffic at the busiest interstate exchange in Vermont to cross the Interstate on U.S. Route 2.  This bridge will allow residents the choice of active, fuel-free, lower-cost and on-demand transportation, contributing to improved health and environmental outcomes.  By increasing transportation options in Chittenden County’s busiest transportation corridor, the investment will support South Burlington’s once-in-a-century downtown project to shift community growth away from sprawl and toward the newly developed City Center.

This year USDOT received 765 eligible RAISE applications requesting more than $10.3 billion in funding.  Fewer than 100 applications were funded this year for the highly competitive RAISE program.

Peters, Stabenow, Tlaib Announce $10 Million in Federal Funding for New Center Intermodal Facility in Detroit

DETROIT, MI – U.S. Senators Gary Peters (MI) and Debbie Stabenow (MI) and U.S. Representative Rashida Tlaib (MI-13) today announced that $10 million in federal funding will be awarded to develop the New Center Intermodal Facility in Detroit. This grant – which will be awarded to the Michigan Department of Transportation (MDOT) – will help develop a new intermodal facility with access to passenger rail, intercity buses, and transit services. This new facility will serve as a regional transportation hub, accommodate growing ridership and improve connections for passengers.

“Detroit has made important strides in its economic recovery – but it’s critical that we build on successes, including by making transportation easier and more efficient,” said Senator Peters, a member of the Commerce, Science and Transportation Committee. “Completing a transportation hub in New Center will bring more commerce into the City and make it easier to reach communities. I was proud to support this critical effort to improve the way Michiganders travel and I’ll continue working at the federal level to support Detroit’s economic growth.”

“Many people in Michigan rely on public transportation to get to the places they need to be,” said Senator Stabenow. “A new hub will better connect travelers by bus or rail, making travel more efficient for Southeast Michigan families and businesses.”

“Metro Detroiters have been vocal about the need for more accessible transit options and transportation equity, and it’s fantastic that funding is on the way to build toward these goals,” said Congresswoman Rashida Tlaib. “This new transportation hub will connect our region, grow our economy, and advance racial and social justice.”

“Replacing outdated stations and improving the traveler experience in Detroit has been a long-term goal for MDOT,” State Transportation Director Paul C. Ajegba said. “A functional, new passenger rail and intercity bus station is an important gateway to a vibrant city and provides vital access to the national transportation network.”  

The project will relocate intercity bus services to the Amtrak station site which offers easy access to three different transit services. The site will also have space to accommodate taxis, bikeshare, scooters and parking. The funding announced today will come from the U.S. Department of Transportation (DOT)’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program.

Capito Statement Following House Passage of Democrats’ Reckless Tax and Spending Spree

The legislation now moves to the Senate for consideration.

“With inflation at its highest point in 31 years, a reckless tax-and-spending spree is the last thing we need right now. Inflation is very real, and it’s impacting the day-to-day lives of Americans across the country. West Virginians are concerned because thanks to inflation, they are paying higher prices for many things they can’t do without. This is especially concerning as we head into the holiday season. Yet, even with these red flags, the Biden administration and my Democrat colleagues want to spend even more on liberal policy wish list items that are unaffordable.

“From massive tax cuts for the wealthiest Americans to a natural gas tax that will increase energy costs for working families, the Democrats’ multi-trillion dollar bill is full of special interest giveaways to progressive interests. Not only will this legislation not solve the issues West Virginians and other hardworking Americans are worried about, but it will also endanger the very jobs of those hoping to provide for their families.

“Despite President Biden’s claims that the bill wouldn’t cost a penny, the non-partisan Congressional Budget Office confirmed yesterday that the bill will add more than $300 billion more to the deficit, on top of its already astronomical trillion dollar tax hike—the largest tax increases in decades. This won’t help our economy. It will devastate our economy. With the legislation now heading to the Senate, I will be fighting tooth and nail to remove the most egregious provisions that would devastate West Virginia’s economy, and I will do all I can to defeat the bill. Sen. Cramer Statement on Biden Administration Proposed Revival of WOTUS

WASHINGTON – U.S. Senator Kevin Cramer (R-ND), member of the Senate Environment and Public Works Committee, issued the following statement after the U.S. Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers announced a proposed rule to re-establish the pre-2015 definition of Waters of the United States (WOTUS). This rule would repeal the Trump Administration’s Navigable Waters Protection Rule (NWPR).

It’s a shame the Trump Administration’s rule was repealed at all. Americans deserve better than regulatory ping pong,” said Senator Cramer. “I look forward to hosting EPA and the Corps of Engineers next week in Bismarck to give North Dakotans the opportunity to put our priorities in front of the Biden Administration as the process moves forward.

This announcement comes just days before Senator Cramer hosts EPA Office of Water Assistant Administrator Radhika Fox and Acting Assistant Secretary of the Army for Civil Works Jaime Pinkham in North Dakota to talk with stakeholders who deal with WOTUS as the EPA works to craft a new rule.

Background: 

Senator Cramer worked with the Trump Administration to craft NWPR, making sure it stays within the confines of the law. As Chair of the EPW Subcommittee on Water last Congress, the senator convened a hearing on the issue, which included testimony from North Dakota’s Agriculture Commissioner Doug Goehring. In October 2019, Senator Cramer hosted then-EPA Administrator Andrew Wheeler for a WOTUS roundtable.
At the beginning of the Biden Administration, Senator Cramer and his EPW colleagues moved to protect NWPR from being thrown out, introducing a resolution in support of NWPR. When EPA announced in June it would repeal NWPR, Senator Cramer described the decision as a “shame” and vowed to work to ensure the next rule will not harm North Dakotans the way the Obama-era rule threatened to do. Senator Cramer also introduced legislation to codify the Trump Administration’s WOTUS rule.  

Sen. Coons files legislation to the National Defense Authorization Act to sanction Sudan’s military leaders

WASHINGTON – Yesterday, U.S. Senator Chris Coons (D-Del.), Chairman of the State and Foreign Operations Appropriations Subcommittee and member of the Senate Foreign Relations Committee, filed the Sudan Democracy Act as an amendment to the Fiscal Year 2022 National Defense Authorization Act (NDAA). The legislation mandates the imposition of targeted sanctions against individual actors that undermine a civilian-led democratic transition, peace, and human rights in Sudan.

“Just over two years after the peaceful revolution that brought down Sudan’s brutal 30-year dictatorship, the country’s military leaders have unilaterally decided to ignore the will of the people, reverse progress made by Prime Minister Hamdok’s civilian government, and drag the country back to military rule,” said Senator Coons. “Since the October 25 military takeover, General Burhan and Sudan’s military junta have defied calls of the international community by tightening their grip on the country’s ruling council and unleashing security forces to gun down dozens of peaceful protestors in the streets. This is unacceptable and unconscionable, and those responsible must be held accountable for the blood on their hands. I am introducing this legislation to punish actors undermining democracy, peace, and human rights in Sudan, and I will continue to stand by the courageous Sudanese people in their pursuit of a free, peaceful, and prosperous nation.”

Senator Young Announces Nominees for United States Service Academies

INDIANAPOLIS, Ind. – Today, U.S. Senator Todd Young (R-Ind.) announced his nominations for U.S. service academy appointments. Applications were received from 106 high school students, and a select group was interviewed by an advisory board chosen by Senator Young. In total, 47 exemplary young men and women from across Indiana received a nomination from Senator Young.

 

A nomination does not guarantee admission to a service academy, but is required in order to be considered. Nominees are chosen based on personal merit. Criteria considered include evidence of character, leadership, academic excellence, physical aptitude, and extracurricular activities.

Senator Has Secured $15 Million in Total for Project, Which Will Provide More Complete Battlefield Data for Soldiers

GRAND FORKS, N.D. – Senator John Hoeven today joined University of North Dakota (UND) leaders, including President Andrew Armacost, in announcing a new $5 million contract between the university, Applied Research Associates (ARA) and the Department of Defense (DoD) to develop augmented reality (AR) systems for Army vehicles. This contract supports the third phase of the project, which is developing a display for the windshield of High Mobility Multipurpose Wheeled Vehicles, also known as Humvees, to provide soldiers with access to greater and more accurate battlefield data. This includes:

  • Showing a soldier an automated model of routes that a vehicle should take to avoid battlefield hazards, including ways of avoiding chemical or biological threats.
  • Providing accurate navigation and positioning information in an environment where GPS is unavailable or where there is limited available bandwidth for communication.

The data is collected by autonomous systems, including unmanned aircraft, as well as by equipment on the vehicle, and is integrated by the display and presented in a clear and actionable manner. As a member of the Senate Defense Appropriations Committee, Hoeven secured this funding in the Fiscal Year (FY) 2021 appropriations bill, bringing the total project funding to $15 million to date.

“This project is about providing the best possible information to our warfighters in a manner that is easy to access and act upon, making them more effective on the battlefield and keeping them safe,” said Senator Hoeven. “North Dakota has long played a tremendous role in our nation’s defense. Now, we are leveraging our growing expertise in technology development, both at our research universities like UND and in the private sector, to greatly expand and diversify the ways our state contributes to the security of our nation.”

Hoeven Highlights UND’s Role in Meeting Global Demand for Aviation Personnel, Outlines Need for Grand Forks Airport Expansion

Senator Working to Advance $55 Million for New Air Traffic Control Tower in FY2022

GRAND FORKS, N.D. – Senator John Hoeven today met with local leaders at the Grand Forks International Airport to discuss efforts to secure upgrades and expansions for the airport’s facilities, including its runway and air traffic control tower. The senator stressed how the airport serves not only the local community, but also the national aviation industry as it is the home for the University of North Dakota’s (UND) John D. Odegard School of Aerospace Sciences, which makes the Grand Forks airport among the busiest in the nation.

Accordingly, Hoeven has worked as a member of the Senate Transportation, Housing and Urban Development (THUD) Appropriations Committee to:

  • Facilitate discussions between the Federal Aviation Administration (FAA) and local officials, which helped ensure federal approval of the airport’s expansion plan.
  • Secure more than $13 million in Fiscal Year (FY) 2021 for airport expansion design, wetland mitigation and land acquisition.
  • Provide nearly $2 million in FY2019 for the design of a new air traffic control tower.
    • The senator also worked to include $55 million for the air traffic control tower’s construction in the Senate’s FY22 THUD funding legislation.

 “The demand for qualified pilots will continue to grow, with an estimated 612,000 newly trained aviation personnel needed globally over the next 20 years. It’s critical that the airports where we train the future of our aviation workforce have the facilities they need to meet this challenge and do so without delay,” said Hoeven. “UND is home to one of the premier aviation training programs in the world, and we need to ensure that existing airport capacity limitations do not restrict their ability to safely and efficiently train future pilots. That’s why we have been working with the FAA and Grand Forks officials to advance this airport expansion project and ensure it is promptly funded.”

Specifically, the project expansion includes:

  • Extending, widening and strengthening runway 9L/27R.
  • Reconstructing primary runway 17R/35L.
  • Constructing a 3rd north/south runway.
  • Construction of a new air traffic control tower.

Hoeven Statement on Biden Administration Taking Steps to Redefine WOTUS

WASHINGTON – Senator John Hoeven today issued the following statement after the Environmental Protection Agency (EPA) released a proposed rule to reinstate the pre-2015 Waters of the U.S. (WOTUS) definition and repeal the Navigable Waters Protection Rule (NWPR), which was put in place by the Trump administration.

“The EPA’s proposal undermines the certainty we worked to provide with the NWPR and is part of President Biden’s efforts to impose burdensome and costly mandates under a new WOTUS definition,” said Hoeven. “The Obama-era WOTUS rule was wrong for our nation, and our farmers, ranchers and energy producers, to name a few of the impacted industries, cannot afford a similar overreach from the Biden administration.”

As a member of the Senate Energy and Natural Resources Committee, Hoeven worked to replace the 2015 Waters of the U.S. (WOTUS) rule with the NWPR, which went into effect last year. This followed the senator’s efforts to defund WOTUS in 2016 and 2017 and prevent its implementation.

Earlier this year, Hoeven helped introduce a resolution to uphold the NWPR, after President Biden signed an executive order targeting the rule. Hoeven also recently urged EPA Administrator Michael Regan to ensure regulatory certainty and support commonsense, state-led approaches to regulation, rather than reviving unworkable, one-size-fits-all regulations from the past like the 2015 WOTUS rule.
