Sen. Cramer’s Supporting Families of the Fallen Act Signed into Law

WASHINGTON — U.S. Senator Kevin Cramer (R-ND), member of the Senate Veterans Affairs Committee (SVAC), and Senator Tommy Tuberville’s (R-AL) bill to increase service members’ life insurance benefit coverage was signed into law yesterday. The Supporting Families of the Fallen Act increases the U.S. Department of Veterans’ Affairs Servicemembers’ Group Life Insurance (SGLI) and Veterans’ Group Life Insurance (VGLI) coverage amount from $400,000 to $500,000. Until yesterday, SGLI and VGLI coverage amounts had not been updated since 2005.

“At a time when inflation is soaring to record highs, this new law will allow our veterans to better provide their families with stability and peace of mind for the future. It authorizes a raise in Veterans Affairs life insurance to account for inflation for the first time in 15 years,” said Senator Cramer.

“The families of America’s heroes deserve our unwavering support and appreciation,” said Senator Tuberville. “Increasing the life insurance benefit provided to families of those who pay the ultimate sacrifice was long overdue, and I am proud to see this important legislation signed into law. We can never fully repay our service members and military families for their sacrifice, but I am committed to finding ways to show our appreciation by doing everything I can to support our troops and their loved ones.”

Joining Senators Cramer and Tuberville are Senators Rick Scott (R-FL), Mike Braun (R-IN), John Barrasso (R-WY), Cynthia Lummis (R-WY), John Cornyn (R-TX), Mike Rounds (R-SD), and Roger Wicker (R-MS).

Numerous groups have praised the legislation, including the Military Officers Association of America and Wounded Warrior Project.

“The Supporting Families of the Fallen Act is long overdue and will authorize the Servicemembers’ Group Life Insurance (SGLI) and Veterans’ Group Life Insurance (VGLI) to catch up with inflation. This legislation is ultimately about supporting the families of service members and MOAA looks forward to growing bi-partisan support for this important modernization of life insurance,” said of Military Officers Association of America President and CEO Dana Atkins.

Carper Statement on the 50th Anniversary of the Clean Water Act

WASHINGTON, D.C. — U.S. Senator Tom Carper (D-Del.), Chairman of the Senate Committee on Environment and Public Works, today issued the following statement on the Clean Water Act’s 50th Anniversary.

“In 1972, when I was a young naval flight officer in Southeast Asia, Congress overrode President Nixon’s veto to enact the Clean Water Act. So much has changed since then. Americans now have a law that seeks to protect them from industrial pollution in our rivers, lakes, and streams and the indiscriminate destruction of our wetlands.

“While we celebrate the Clean Water Act’s immense contributions to our health, environment, and economy, some are working to turn the clock back on critical protections for our nation’s waters. Currently, there is a case before the Supreme Court that seeks to once again allow polluters to dump their waste into upstream waters without consequence.

“The truth is that while we have come a long way since enacting the Clean Water Act 50 years ago, we have to do more, not less, to deliver on the promise of clean water in our nation. Fortunately, we are making progress when it comes to improving clean water access. Last year, for example, we included the largest-ever investment in our nation’s water infrastructure in the Bipartisan Infrastructure Law. This includes billions of dollars for repairing our aging wastewater and sanitation systems and making our infrastructure more resilient to the impacts of climate change.

“We have made so much progress, but our work continues. We can’t stop until every American has the clean water they deserve and depend upon to thrive.”

Cassidy-Led Bill to Help Veterans Transitioning to Civilian Life Signed into Law

WASHINGTON – President Joe Biden signed into law the Solid Start Act of 2021 led by U.S. Senators Bill Cassidy, M.D. (R-LA), Kevin Cramer (R-ND), and Maggie Hassan (D-NH). The bipartisan Solid Start Act of 2021 codifies the Solid Start program that was started by the Trump administration. The program contacts every veteran three times by phone in the first year after they leave active duty to connect them with VA programs and benefits, including mental health resources.

“The transition to civilian life is not always easy. Getting this bill signed into law is one more step towards giving veterans the support they need to ensure they receive the benefits they earned,” said Dr. Cassidy.

Background

The VA launched the Solid Start program in December 2019 with the goal of reaching out to all newly separated veterans three times within their first year of separation to check in and help connect them to VA programs and benefits, regardless of separation type or characterization of service. The program also prioritizes outreach to veterans who accessed mental health resources prior to separation in order to quickly connect at-risk veterans to services. The bipartisan bill would codify the program and authorize sufficient funding so that it can continue to serve veterans, and also makes improvements such as: 

  • Helping ensure that veterans can be reached by collecting up-to-date contacting information during the transition process
  • Following up by mail or other outreach if a veteran does not respond to phone calls
  • Including Solid Start information in VA printed materials and on the VA website
  • Providing women veterans with information that is tailored to their specific health care and benefit needs
  • Connecting veterans with state and local resources, as well as local Veterans Service Organizations

Earlier this year, the non-partisan Government Accountability Office started to assess the Solid Start program to ensure that it is efficiently and effectively meeting its goals. Additionally, data released by the VA late last year showed that in the first nine months of the Solid Start program, the VA successfully contacted almost 70,000 newly separated veterans, including over 12,000 veterans who had sought mental health support in their last year of service.

ROCHESTER, N.Y. – Today, after helping secure at least $27 billion in funding for New York State through the Infrastructure Investment and Jobs Act, U.S. Senator Kirsten Gillibrand (D-NY) brought White House Infrastructure Coordinator and Senior Advisor to the President Mitch Landrieu to the Prayer House Church of God by Faith to discuss the Rochester Inner Loop project. They were joined by U.S. Congressman Joe Morelle (D-NY-25), Rochester Mayor Malik Evans, County Executive Adam Bello, and local community leaders. When it was built, the Inner Loop cut through a thriving, predominantly African American neighborhood in Rochester, destroying many businesses and leaving behind a legacy of segregated communities. The new Inner Loop North project aims to fully reconnect underserved communities with downtown Rochester, creating new green spaces and providing direct links to the High Falls District.

Since her previous visit to Rochester to discuss the Inner Loop in 2021, Senator Gillibrand delivered on getting the Reconnecting Communities Pilot Program funded, which provides $1 billion in grants over five fiscal years for projects that restore community connectivity through the removal of legacy infrastructure projects, specifically those that were erected to divide primarily poor, minority communities. Sen. Gillibrand also got language to support local labor preferences in the Bipartisan Infrastructure Law, allowing recipients of infrastructure money to implement local hiring and economically disadvantaged hiring preferences on federally funded construction projects. The project, which recently received $25 million in federal funding made possible by the Bipartisan Infrastructure Law, will renovate a 2.5 mile section of Main Street to make it safer for pedestrians and cyclists and help connect Buffalo residents with jobs. With money from the Bipartisan Infrastructure Law, this project will improve a 2.5-mile corridor of Main Street to turn it into a multimodal complete street. It will create a dedicated cycle track with smart bicycle signal sensors, allowing for safer and more efficient bicycle travel to major employment centers along the corridor, and repave the roadway to reduce emergency response times. This $25 million grant accounts for over half the estimated total cost of the project.

Funding from the Bipartisan Infrastructure Law has already provided millions in federal funding to improve New York infrastructure. New York airports have received more than $156 million, including over $7 million for Buffalo Niagara International Airport, nearly $1.5 million for Niagara Falls International Airport and over $600,000 in combined funding for smaller airports in Western New York.

This funding was allocated through the Federal Transit Administration’s FY22 Low or No Emission Vehicle Program. With money from the Bipartisan Infrastructure Law, this program will provide $5.5 billion in grants over five years to transit agencies, municipalities and states across the country to buy or lease U.S.-built low- or no-emission vehicles, including related equipment or facilities. Funding from the Bipartisan Infrastructure Law has already provided millions in federal funding to improve New York infrastructure. New York airports have received more than $156 million, including over $5 million for Albany International Airport and over $1 million in combined funding for smaller airports in the Capital Region. Public transit in New York will also have received more than $2 billion by the end of this year.

Today, U.S. Senator Kirsten Gillibrand and White House Infrastructure Coordinator and Senior Advisor to the President Mitch Landrieu visited Syracuse for a briefing led by Mayor Ben Walsh, local leaders, and stakeholders to support the ongoing community-led effort concerning the transformation of Syracuse’s I-81. Gillibrand and Landrieu highlighted the historic funding coming to New York through the Bipartisan Infrastructure Law, which includes billions for the state’s roads, bridges, airports, and water infrastructure. Gillibrand also announced her support for Syracuse’s application for the Reconnecting Communities Pilot Program.

Following her Syracuse visit with Secretary Buttigieg in 2021, Senator Gillibrand delivered big for New York, with at least $27 billion coming to New York from the once-in-a-generation infrastructure bill. The package included $1 billion to help reconnect communities in addition to key provisions from Senator Gillibrand’s Build Local, Hire Local Act, which was inspired by the legacy of I-81. This bold reform will help communities to right the wrongs of the past and prioritizes training and hiring local workers for projects that will directly impact their community. Additionally, Gillibrand won $300,000 in FY22 for I-81 construction job training to help young people who are not enrolled in school or participating in the formal labor market get the support and training they need to start careers in construction, specifically working to uplift the community through the I-81 redevelopment project.

Vermont’s Student Borrowers Can NOW Apply For Student Debt Relief

It takes fewer than 5 minutes.  The President’s plan will provide up to $10,000 in relief to working and middle class borrowers with federal student loans and up to $20,000 in relief to borrowers who were Pell Grant recipients.  Borrowers who earned less than $125,000 as individuals or $250,000 as a household in 2020 or 2021 are eligible for relief.

The Administration’s plan will help borrowers who need relief the most as they recover from the pandemic and prepare to resume loan payments this January.

Lankford, Cornyn Release Report on Continued Failures at the Border

OKLAHOMA CITY, OK – Senator James Lankford (R-OK), Ranking Member of the Homeland Security Committee Border Management Subcommittee, and Senator John Cornyn (R-TX), Ranking Member of the Judiciary Committee Immigration Subcommittee, today announced yet another bombshell report on the chaos at the southern border and how the completely mismanaged asylum process is now backlogged well past earlier reports.

The report from the Government Accountability Office (GAO) outlines the 10+ year backlog for migrants seeking asylum at our southern border that results from the catch-and-release notice to report and parole with alternatives to detention processes. Migrants who receive a notice to report or parole with alternatives to detention are released from custody and asked to report to US Immigration and Customs Enforcement within 60 days of release. The report confirms Lankford’s claims that this process has allowed thousands of migrants to disappear into the interior of our country without consequences.

“This report makes it clear that the southern border remains open. The Biden Administration solution of just processing people into the country faster is creating more chaos and is releasing thousands of people into the country without legal status and without any known criminal history,” said Lankford. “One out of every four migrants processed through Notice to Report did not respond even to the first check in with ICE. It is absurd to think that someone who is entering the US by breaking the law is going to follow instructions when it’s time to check in with ICE. This report provides evidence that there are clear actionable items the Biden Administration can take to fix the national security crisis they have created for the country and the chaos they have created at the border.”

“This report lays bare what we already knew: the Biden Administration’s practice of issuing so-called Notices to Report or otherwise paroling migrants into the US on the promise they will eventually report to ICE is an abject failure, with one in four migrants disappearing into the interior, unlikely to be located again,” said Cornyn. “Instead of propping up ineffective programs that exacerbate the problem, the Biden Administration should work with Congress to actually fix this issue and relieve the immense burden this crisis has placed on border communities.”

Background

In fiscal year 2021 (FY21), Border Patrol reported about 1.7 million apprehensions from our southern border—a 300 percent increase over FY20. In March 2021, Border Patrol initiated its Notice to Report (NTR) process for border crossers, and in July 2021, they began their humanitarian parole process known as “Parole plus alternatives to detention” (ATD) as well. From July 2021 through February 2022, Border Patrol released about 91,000 family unit members under parole plus ATD. Because of overwhelming numbers of migrants who have surged at our southern border and into ICE field offices around the country, the numerous issues have occurred in the processes of:

  • establishing where border crossers came from
  • assessing whether border crossers have a criminal background in their home country
  • assessing where they are ultimately headed once they arrive in the US
  • tracking border crossers who enter
  • issuing them an NTR
  • getting them to a court date

Key report findings

  • CBP did not coordinate with ICE prior to creating its NTR process. As a result, ICE only caught on to the process after hundreds of migrants began randomly appearing at ICE field offices asking to be processed. One ICE field office reported that between 300 and 500 migrants would appear outside their office on multiple days asking to be processed.
  • Nearly one out of four migrants processed with Notice to Report and Parole did not actually report. Twenty-two to 25 percent of migrants issued a Notice to Report have not reported to ICE. Seventy-eight percent of migrants who received a NTR reported, but only 75 percent of migrants with Parole plus ATD reported. Migrants who received ankle bracelets/cell phones had a lower incidence of reporting than those who were just released without monitoring and asked to report.
  • CBP did not validate addresses for migrants who were processed with NTRs and faced issues with address validation for Parole plus ATD as well. CBP’s systems could not distinguish between a home address and a McDonalds address, which means that CBP had no way to determine whether the migrant would be residing at the address given.
  • CBP only captured addresses for 40 percent of migrants who were issued an NTR between March 2021 and June 2021. Additionally, approximately 22 to 25 percent of migrants issued an NTR or granted parole have absconded or have disappeared and have not reported to ICE at all.
