Senator Outlines More Than $750 Million in Total Federal Assistance to Souris River Valley to Date, Discusses Next Steps in Advancing Project’s Future Phases
MINOT, N.D. – At a meeting with local leaders and U.S. Army Corps of Engineers officials today, Senator John Hoeven outlined the $61.45 million in federal funding that he secured last week for permanent flood protection in the Souris River Valley. Hoeven worked with Acting Director of the Office of Management and Budget (OMB) Shalanda Young to ensure this funding went to the Minot region. With this award, the senator has helped:
- Provide more than $750 million of federal funding to datein grants, loans and direct assistance to help the region recover from the 2011 flood and protect against the risk of future flooding.
- Fulfill the federal commitment and fully fund the construction of phase 4, which will tie together the other phases of Milestone 1 and provide protection to 60 percent of the region’s residents.
- This follows Hoeven’s successful efforts with Senator Cramer to authorize the project in legislation passed by Congress in December 2020.
“The federal government promised to help build flood protection in the Souris River Valley – we’ve now kept that promise. Phase 4 is authorized and fully funded, enabling the Corps to build the Maple Diversion and tie all of the phases of Milestone 1 together, which will deliver permanent flood protection to 60 percent of the region’s residents,” Hoeven said. “Further, achieving this milestone allows us to focus on funding the upcoming phases to protect the entire region, building on the $9.8 million DCIP award we secured for phase 5 last year. Today’s discussion is about identifying and moving forward on the next steps in this effort.”
Hoeven also convened the meeting to advance future phases of the flood protection project. To this end, the senator previously:
- Secured a $9.8 million Defense Community Infrastructure Program (DCIP) award to support phase 5, the 4th Avenue tieback levee system in northeastern Minot.
- The funding enables the construction of approximately 2,400 feet of new floodwall, one removable closure through the floodwall and approximately 2,100 feet of municipal roadway reconstruction.
- Organized meetings in 2018 and 2019 with a wide range of federal, state and local officials to ensure Minot can access federal support when constructing the upcoming phases of the flood protection project.
