WASHINGTON — U.S. Senator Kevin Cramer (R-ND), member of the Senate Armed Services Committee, cosponsored the Focus on the Mission Act. This legislation, led by Senator John Hoeven (R-ND), would prevent the Department of Defense (DoD) from imposing on federal contractors a new environmental rule that would increase national defense costs.

“The proposed Department of Defense rule has nothing to do with national security and everything to do with advancing a green political agenda – and at needless cost to the agency’s bottom line,” said Senator Cramer.

Joining Senators Cramer and Hoeven are Senators James Risch (R-ID), Cindy Hyde-Smith (R-MS), Joni Ernst (R-IA), Roger Marshall (R-KS), Ted Cruz (R-TX), Kevin Cramer (R-ND), Thom Tillis (R-NC), Cynthia Lummis (R-WY), Deb Fischer (R-NE), Mike Crapo (R-ID), James Lankford (R-OK), Mike Lee (R-UT), Rick Scott (R-FL), Marco Rubio (R-FL), Marsha Blackburn (R-TN), and Bill Cassidy (R-LA).

Background:

DoD’s proposal would require those who receive more than $7.5 million in federal contracts to provide a detailed accounting of GHG emissions within one year. Additionally, the rule would require those receiving more than $50 million in contracts to develop reduction targets within two years. It was published in November 2022 and the comment period is slated to end on February 13, 2023, after which a final rule will be formulated.

Last Congress, Senator Cramer and all Senate Republicans sent DoD a letter opposing the rule. Learn more here
