Sen. Cramer Delivers Remarks at NDAREC Legislative Rally

WASHINGTON – U.S. Senator Kevin Cramer (R-ND), member of the Senate Environment and Public Works (EPW) Committee, joined the North Dakota Association of Rural Electric Cooperatives (NDAREC) at its legislative rally, where he delivered remarks on today’s policy landscape.

“One of the reasons I enjoy serving on EPW is because it’s a privilege to advocate for North Dakotans’ interests at the federal level,” said Senator Cramer. “As a former regulator, the chance to advance policies consequential to so many North Dakotans, including our rural electric coops, is one I take seriously. Their work – investing in our communities, forging partnerships to train individuals interested in joining the industry, and keeping the lights on for North Dakota households and businesses – is invaluable.”

Senator Cramer discussed the Lower Energy Costs Act, which aims to drive domestic energy production and expand export opportunities. This major piece of legislation, dubbed a symbolic ‘H.R. 1,’ signals the growing urgency to bolster U.S. energy security. In his speech, the Senator highlighted several of the bill’s wins, like ending the moratorium on new coal leasing and streamlined permitting provisions.

He also talked about potential permitting reforms in the U.S. Senate. During negotiations last year, Senator Cramer spearheaded Republican efforts on the transmission sections, ultimately opposing the deal because of Democrat efforts to federalize siting and socialize cost allocation.

Finally, Senator Cramer raised concerns with Minnesota’s “Clean by 2040 Plan,” which its state legislature enacted in February requiring the transition to 100% carbon-free electricity. From a federal standpoint, it’s uncertain the plan adheres to interstate commerce laws established in the U.S. Constitution.

NDAREC is the statewide trade association for 16 electric distribution cooperatives and five generation transmission cooperatives operating in North Dakota. The distribution cooperatives provide electricity to more than 250,000 North Dakotans across 64,000 miles of distribution line.
