WASHINGTON, DC – U.S. Senator Rob Portman (R-OH) announced that with the passage of the final FY 2022 bipartisan spending bill, states can fully tap into the increased levels of highway and transit formula funding as authorized by the bipartisan Infrastructure Investment and Jobs Act. Thanks to this action, $76 billion of the bipartisan infrastructure bills funding will now be implemented, which allows states to move forward with planning full utilization of this new funding.

Because of the passage of this omnibus spending bill, Ohio now has the certainty on formula funding coming to the state over the next five years: $9.2 billion in highway aid and $1.35 billion in transit aid. Additionally, the passage of this spending bill allows the Department of Transportation to implement seven grant programs included in the bipartisan infrastructure law:

  • $12.5 billion Bridge Investment Program
  • $8.7 PROTECT Act Grant Program
  • $6.4 billion Carbon Reduction Program
  • $2.5 billion EV Charging & Fueling Competitive Grant Program
  • $400 million Reduction of Truck Emissions at Port Facilities grant program
  • $5 billion Safe Streets and Roads for All Grant Program
  • $8 billion Nationally Significant Freight & Highway Projects (INFRA) Competitive Grant Program

“I am pleased the Senate has passed the final FY 2022 bipartisan spending package, which includes critical funding for our nation’s infrastructure programs,” said Portman. “Last year, I worked with my colleagues on both sides of the aisle to pass a historic investment in our country’s infrastructure, yet these new funding opportunities could not be fully funded until Congress passed its final FY 2022 spending bill. I urge the President to sign this legislation into law immediately so that Ohio and states across the country can access this new funding available to them.”

Last November, Portman’s bipartisan Infrastructure Investment and Jobs Act (IIJA) was signed into law. It provided, through various programs, funding to improve our nation’s roads, bridges, ports, etc. – but many of those programs could not be fully funded until Congress approved a new spending package for FY 2022, stalling the state infrastructure planning process around the country. Once President Biden signs the spending bill into law, these transportation programs will receive the FY 2022 funds guarantee under IIJA.
