Historic Funding Level – a 21 Percent Increase – Will Help Respond to Rising Overdose Deaths Resulting from COVID-19 Pandemic

WASHINGTON, DC – Today, U.S. Senator Rob Portman (R-OH) announced that the final FY 2022 bipartisan funding agreement includes $946 million for grants through his bipartisan Comprehensive Addiction & Recovery Act (CARA), which became law in 2016. CARA was a bipartisan, national effort designed to ensure that federal resources were devoted to evidence-based education, treatment and recovery programs that work. In FY 2022, CARA programs were funded at $946 million, a 21 percent increase over FY 2021.
Last year, Portman introduced the Comprehensive Addiction and Recovery Act (CARA) 3.0 to further increase the funding authorization levels for the CARA programs and put in place additional policy reforms and new programs to help combat the opioid epidemic that has worsened during the coronavirus pandemic. Portman released the following statement:
“We’ve seen a heartbreaking surge in overdose deaths as a result of the pandemic, and that’s why I’m proud that Congress has acted to make a significant investment in CARA programs that help our local communities respond effectively. This $946 million will help state and local health officials, prevention experts, treatment providers, and law enforcement to work together to help save lives. Prior to the impact of the COVID-19 pandemic, we had made significant progress in combating this epidemic thanks to CARA and this funding will help us redouble our efforts. I will continue to work with my colleagues in the Senate to make sure those on the ground, our community leaders, first responders, and family members have the support and funding they need to continue their work fighting this epidemic. In the new Congress, we have a unique opportunity to work together in a bipartisan way and I believe that CARA 3.0 can help us strengthen our efforts to combat this epidemic.”
