Kennedy announces $3 million in Ida relief for Ascension, Jefferson Parishes

WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Appropriations Committee, today announced $3,011,590 in Federal Emergency Management Agency (FEMA) disaster relief grants for Louisiana’s Ascension and Jefferson Parishes.

“Hurricane Ida hit Ascension and Jefferson Parishes hard, and this $3 million will help the parishes recover after they worked to clean up communities and keep them safe in Ida’s aftermath,” said Kennedy.

The FEMA aid will fund the following:

  • $1,687,302 to the Ascension Parish School Board for emergency protective measures related to Hurricane Ida. 
  • $1,324,288 to Jefferson Parish for emergency protective measures related to Hurricane Ida. 

Senator Coons applauds VA’s announcement of benefits expansion for spouses of LGBTQ+ veterans

WASHINGTON – U.S. Senator Chris Coons (D-Del.) released the following statement today applauding the Department of Veterans Affairs’ (VA) decision to close the gap in benefits for certain same-sex veteran spouses and ensure they have access to the full and complete spousal benefits they are owed:

“Every single service member and military family makes massive sacrifices on behalf of our nation, and all of them deserve the benefits they are entitled to — no matter whom they love,” said Senator Coons. “The VA’s decision to eliminate the discriminatory obstacle for survivor benefits for spouses and families who have already been through so much comes not a moment too soon, but our work is not done. I will continue to work until all of our veterans in the LGBTQ+ community and their spouses receive the same benefits as the other soldiers and sailors they served alongside.” 

The VA’s decision comes after Senator Coons joined Senator Patty Murray (D-Wash.) and 39 other Democratic colleagues in urging VA Secretary Denis McDonough to address discriminatory VA practices preventing surviving loved ones from getting complete access to VA benefits they deserve.

In addition to writing to the VA about this issue, Senator Coons joined a letter with Senators Murray and Ron Wyden (D-Ore.) to Secretary of the Treasury Janet Yellen and Commissioner of the Internal Revenue Service Charles Rettig that called on the Biden administration to revise current guidance that has led to members of the LGBTQ+ community being denied pension survivor benefits after losing life partners. That request is still under review.

Duckworth, Durbin Announce $12.5 Million in DOJ Awards for Illinois to Advance Community Policing

[SPRINGFIELD, IL] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Majority Whip Dick Durbin (D-IL) today announced that Illinois law enforcement agencies will receive a total of $12,533,250 in funding from the Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) to hire 85 new full-time law enforcement professionals, including 50 in Chicago. This funding is part of a nationwide announcement of more than $139 million in COPS Hiring Program (CHP) grants to 180 agencies across the nation.

“Ensuring local law enforcement have enough staff to serve their communities is foundational to public safety,” said Duckworth. “I’m glad to join Senator Durbin in announcing this federal support to help keep our communities and families safe and protected. 

“Today’s announced federal grants will help communities around Illinois hire and train law enforcement officers without putting an extra burden on local budgets,” Durbin said. “By investing in community policing efforts, we can improve public safety and build stronger relationships between local law enforcement professionals and the neighborhoods they serve.”

CHP is a competitive award program intended to reduce crime and advance public safety through community policing by providing direct funding for the hiring of career law enforcement officers. Duckworth, Durbin Announce $2.25 Billion in Federal Formula Funding for Illinois Infrastructure

[SPRINGFIELD, IL] – U.S. Senators Tammy Duckworth (D-IL) and Dick Durbin (D-IL) today announced a total of $2,250,129,111 in federal formula funding awarded by the U.S. Department of Transportation’s Federal Highway Administration for Fiscal Year 2023.  This funding is part of the more than $17 billion in federal formula funds that Illinois will receive from the significant increase in federal infrastructure funding provided by the Infrastructure Investment and Jobs Act.

RI Delegation Delivers $6M to Strengthen Manufacturing

WASHINGTON, DC – In an effort to strengthen Rhode Island manufacturing and the domestic supply chain, U.S. Senators Jack Reed and Sheldon Whitehouse and Congressmen Jim Langevin and David Cicilline today announced $6,021,500 in federal funding to support the Polaris Manufacturing Extension Partnership (MEP). Based in Providence, Polaris MEP is a statewide non-profit organization that provides competitive manufacturing business improvement programs to help the state’s manufacturing sector innovate and compete.  Polaris is a business unit of the University of Rhode Island Research Foundation and has worked for more than two decades to provide improvement solutions to more than 750 Rhode Island manufacturers.

The federal funds are administered under the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) Manufacturing Extension Partnership (MEP) program.  MEP centers form a nationwide network of proven resources that help U.S. manufacturers compete globally, support greater supply chain integration, and provide access to information, training, and technologies that improve efficiency, productivity, and profitability.

“Rhode Island manufacturers are critical to our economy.  This federal funding will help them find innovative ways to reduce costs, increase sales, and create jobs,” said Reed, Whitehouse, Langevin and Cicilline in a joint statement.  “We are committed to strengthening Rhode Island’s manufacturing ecosystem and positioning it to compete and succeed.  That means helping companies develop and adapt advanced manufacturing technologies and workforce training.   We will continue working to ensure local manufacturers have access to resources and data-driven solutions to grow their businesses and increase our manufacturing workforce here in Rhode Island.”

Polaris MEP provides on-site training and one-on-one custom services designed to help manufacturing companies in Rhode Island grow their businesses and operate more efficiently.  It offers “lean manufacturing” programs, including production optimization, cost reduction, intelligent facility layout, and quality management services like ISO certification, as well as growth-oriented services designed to help manufacturers access new markets, and develop new products and processes.

The latest statistics from Polaris MEP show that their work has had a significant impact in Rhode Island over the last five years, including $421.4 million in increased and retained sales, more than 4,000 jobs added or saved, and more than $23 million in savings for Rhode Island companies.

Sen. Cramer Secures Amendments to Strengthen NDAA

WASHINGTON – U.S. Senator Kevin Cramer (R-ND), member of the Senate Armed Services Committee (SASC), announced he secured the following amendments in the Fiscal Year (FY) 2023 National Defense Authorization Act (NDAA):

  • To allow the Department of Defense (DoD) to modify contracts to address rising costs due to record-high inflation and supply chain issues.
  • To retain leadership positions at the Space Development Agency (SDA) to ensure continued, high-level management of the agency by leaders from the space industry, leveraging their expertise to keep the U.S. at the forefront of space technologies that deter or defeat our adversaries.
  • To remove the current cap on how many excess planes the DoD can transfer to other federal agencies and allow the transfer of aircraft to states for emergency response and wildfire suppression purposes. Learn more here.

The result would be significant harm to our national security and our ability to surge to meet demand,” said Aerospace Industries Association President and CEO Eric Fanning. “These businesses need relief now and Senator Cramer is leading the charge to ensure contract flexibility with his amendment to the defense bill.

Background:

In September, Senator Cramer and 22 Republican colleagues called on Leader Chuck Schumer (D-NY) to bring the FY 2023 NDAA to the Senate floor for a vote. The U.S. House of Representatives approved its version of the legislation in July, with a broad, bipartisan majority voting in support. The letter invoked the words of George Washington while calling on Leader Schumer to schedule a vote on the NDAA in time for an open Senate amendment process to take place. FY23 NDAA Topline Provisions:

The FY23 NDAA – which passed through SASC overwhelmingly with a vote of 23-3 and now awaits action from the full Senate – is a $857.6 billion bill to provide for the national defense of the United States. Specifically, this NDAA:

  • Supports the DoD by increasing the topline authorization to $45 billion above what this administration requested. The increase will begin to fill the gaps created by Biden’s inflation and Putin’s war in Ukraine, while continuing to fund efforts to keep pace with China’s growing military and nuclear capabilities.
  • Strengthens the all-volunteer force thru a 4.6 percent pay raise, increases in impact aid and basic needs allowance thresholds, and additional funding for recruiting and retention efforts effected by inflation.
  • Provides our military services and combatant commanders with the resources needed to deter, and if necessary, defeat adversaries like China, Russia, Iran, North Korea, and violent extremist organizations around the world.
  • Enhances deterrence by recapitalizing and modernizing the U.S. nuclear triad; ensuring the safety, security, and reliability of our nuclear stockpile, delivery systems, and infrastructure; increasing capacity in theater and homeland missile defense; and strengthening nonproliferation programs.

North Dakota Projects and Priorities:

As the first-ever North Dakotan to serve on an Armed Services committee in Congress, Senator Cramer has used his seat on SASC to secure funding authorization and language for missions both directly and indirectly benefiting North Dakota’s military community. This year’s bill fully funds nuclear modernization efforts, supports efforts to develop increased intelligence capabilities, grows the Space Force, and authorizes multiple North Dakota military projects.

Minot Air Force Base (AFB):

  • Provides $3.6 billion for Sentinel (Ground-Based Strategic Deterrent (GBSD)) modernization.
    • Since becoming a member of SASC, Senator Cramer has been a vocal supporter of the nation’s nuclear triad and has pushed military leaders at the highest levels to keep GBSD funded and on-time.
  • Provides $770 million for B-52 commercial engine replacement program (CERP) and radar modernization.
  • Provides $39 million for the Nuclear Command, Control & Communication (NC3) program, which will modernize the communications equipment used at Minot AFB.
  • Limits the Intercontinental Ballistic Missile (ICBM) count to no less than 400 total protecting our nuclear deterrent.
  • Directs the Secretary of the Air Force to submit a report on the feasibility of Bomber Agile Combat Employment (BACE).

Grand Forks AFB:

  • Space Development Agency (SDA)
    • Directs the Secretary of Defense to review and make a recommendation for SDA to implement middle-tier acquisition authority (MTA) to allow them to continue rapid acquisition.
    • Directs the Secretary of the Air Force to provide a briefing on the transition of SDA to the Space Force and efforts to ensure it can use MTA and hire necessary personnel.

Cavalier Space Force Station and Perimeter Acquisition Radar Attack Characterization System (PARCS):

  • Adds $5 million for PARCS modernization.
  • Directs the Secretary of the Air Force to provide a report on the feasibility of upgrading PARCS, the consequences of not doing so, and the gaps that would result from a failure of the system.

North Dakota Army National Guard and Air National Guard:

  • Unmanned Aerial Vehicle Pilots Mental Health: Directs the Secretary of the Air Force to study the work-life balance of drone operators and their health and welfare.
  • National Guard Promotion Improvement: Provides for the backdating of effective date of rank for reserve officers in the National Guard due to undue delays in Federal recognition.

Key North Dakota Projects:

  • Antibody Development: Encourages the enhancement of and additional funding for the DoD’s end-to-end antibody development program in light of lessons learned from the COVID-19 pandemic. This applies to the North Dakota company Genovac, which has been critical in advancing antibody discovery.
  • Intranasal Ketamine: Recommends the DoD conduct pre-clinical testing and clinical trials of intranasal ketamine such that results may be used to facilitate FDA approval for acute pain management. This advances work done at numerous North Dakota ketamine treatments clinics.
  • Swift Water Training: Encourages the National Guard to use facilities that provide a safe, realistic environment to train for flood rescues.
  • Authorizes assignment pay or special duty pay for service members stationed in extreme climate locations.

Overall Priorities:

  • Implications of Removing Iran Sanctions: Directs the Defense Intelligence Agency Director and Commander of U.S. Central Command to provide a brief on the extent to which they assess Iran will use sanctions relief from the Iran Nuclear Deal to bolster its support for terrorism, as well as U.S. Central Command’s requirements for defending against better-funded Iranian terrorist proxies.
  • Inflation: Requires the Secretary of Defense to submit a report on the impact of inflation at Military Exchanges.
  • Directs the establishment of a cross-functional team to integrate efforts to address national security challenges posed by China.
  • Requires quarterly briefings on the DoD southwest border support mission and the security situation along that border. 
  • Authorizes significant funding increases for game-changing technologies like microelectronics, hypersonic weapons, and low-cost attritable aircraft. 
  • DoD Ethics Statutes: Directs the Secretary of Defense to have a federally funded research and development center conduct a study assessing whether the 4 current DoD-specific statutory ethics requirements have had an impact on the hiring or retention of personnel at the DoD, particularly those with specialized experience or training.
  • Risk Assessment for Unfunded Priorities: Requires an annual risk assessment which allows the services the ability to better articulate the risk they are taking at a certain budget level when they send over their unfunded priorities.
  • Investigating Sexual Harassment Reprisals: Directs an investigation into reprisals made against Marine Corps service members who report sexual harassment.
  • Operation Warp Speed Refunds: Urges the Secretary of the Army to increase the contract ceiling for the work that was done in support of developing the COVID-19 vaccine.

This is the fourth NDAA Senator Cramer has helped craft as a member of SASC. In 2019, he was able to shepherd through the creation of the U.S. Space Force, and in 2020 and 2021, he was able to secure a host of pro-North Dakota provisions in the legislation.

65,000 Additional H-2B Visas to be Issued to Support Small Businesses & Address Worker Shortage

Washington, D.C. —Following a push led by U.S. Senators Susan Collins and Angus King, the Department of Homeland Security (DHS) and the Department of Labor (DOL) announced today that they will increase the number of H-2B visas for Fiscal Year 2023 to the maximum number, approximately 65,000 additional visas, to help small businesses hire workers.  These visas are on top of the 66,000 H-2B visas that are normally available each fiscal year.  Notably, the announcement made clear that a portion of these additional visas will be “reserved to meet the demand for workers during the peak summer season.”  DHS Secretary Alejandro Mayorkas called Senator Collins and Senator King to inform them of the additional visas.

“As small businesses in Maine and America continue to face severe workforce shortages, these 65,000 additional H-2B visas will help our employers find the help they urgently need, ” said Senators Collins and King.  “Although this relief is welcome news to many Maine small businesses, there is still an overwhelming need given the current tight labor market and record low unemployment.  We must improve the H-2B program to ensure Maine small businesses do not continue to suffer from a lack of workers.”

Senators Collins and King have long led efforts to address workforce shortages.  Following a push in May, DHS and DOL announced that a temporary rule had been finalized that provided an additional 35,000 H-2B visas to help small businesses fill seasonal job openings during the busy summer season. These visas supplemented the previous supply of 33,000 H-2B visas for the second half of Fiscal Year 2022. 

H-2B workers support American job growth and small businesses.  Bipartisan research has found a direct correlation between increased numbers of H-2B workers and a rise in pay across the board for all employees.  As required by law, employers must first make a concerted effort to hire American workers to fill open positions.  H-2B visas fill needs for American small businesses when there are not enough able and willing American workers to fill the temporary, seasonal positions.

NH Delegation Announces $500K for Local Law Enforcement to Hire Officers

(Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH), chair of the Senate Appropriations Subcommittee that funds the Department of Justice (DOJ), announced today with U.S. Senator Maggie Hassan (D-NH) and U.S. Representatives Annie Kuster (NH-02) and Chris Pappas (NH-01) that New Hampshire will receive $500,000 through the DOJ’s Office of Community Oriented Policing Services (COPS) Hiring Program. The COPS Hiring Program is a competitive grant program that supports state, local and tribal law enforcement agencies’ ability to hire, preserve and/or rehire law enforcement officers and increase community policing efforts. The federal funding announced this week will allow police departments in Laconia and Lincoln to each hire an officer, as well two officers for Dover. More on the announcement is available here.

Funding this program is always a top priority for me because of the return we see on investments in New Hampshire law enforcement and community policing efforts across the nation,” said Senator Shaheen, who chairs the Senate Appropriations Subcommittee that funds the COPS Hiring Program. “As Congress works to finalize government funding legislation for the next fiscal year, I’ll keep working to increase investments for public safety efforts that foster better community relations and provide law enforcement with the resources they need.”

As a senior member of the Senate Appropriations Committee and Chair of the Commerce, Justice, Science and Related Agencies Appropriations Subcommittee, Shaheen historically secures robust funding for the COPS Hiring program through the annual government funding process. In the Fiscal Year (FY) 2023 government funding legislation released in August, Senator Shaheen worked to add $240.5 million for Office of Justice Programs and COPS Office grant programs to support efforts that improve police-community relations. This is an increase of $39.5 million, or 20 percent, above the enacted FY 2022 funding level and will support programs for law enforcement officer training on de-escalation, implicit bias and crisis intervention, as well as hate crime prevention and community violence intervention programs.

In addition, Shaheen uses her role as a senior appropriator to push for local projects in New Hampshire through the CDS process, including priorities for local law enforcement. The CDS process allows the federal government to invest in policies and programs that provide direct assistance to Granite State communities and help move our nation forward.  Shaheen secured $69,047,000 for New Hampshire in the FY 2022 government funding bill that was signed into law. Senator Hassan is committed to providing law enforcement officers, first responders, and service members with the support that they need. Last week, Senator Hassan joined Manchester Police Lieutenant Matthew Barter for a ride-along, her latest check-in with New Hampshire law enforcement on ways to support their critical work. The President recently signed into law bipartisan legislation that Senator Hassan cosponsored to support law enforcement officers suffering from PTSD and their families. In August, the Senate passed three bills to increase funding for small police departments by increasing funding for the COPS grant program, and to improve officer training. Senator Hassan also joined her colleagues in introducing legislation to gather greater information on attacks targeting law enforcement and pushed to increase funding for state and local law enforcement. In 2019, bipartisan legislation became law that Senator Hassan cosponsored to help prevent law enforcement officer suicide.

In Dayton, Portman Continues Ohio Defense Tour with Visit to Wright Patterson Air Force Base

DAYTON, OH – U.S. Senator Rob Portman (R-OH) visited the Wright Patterson Air Force Base in Dayton, Ohio, where he received briefings from the National Air and Space Intelligence Center (NASIC) and the newly formed National Space Intelligence Center (NSIC). NSIC is a new component to Wright Patterson that was activated on June 22, 2022, and is the Intelligence Center for the U.S. Space Force. Portman also visited the Air Force Research Lab.

“I want to thank the folks at Wright Patterson Air Force Base for hosting me and providing a briefing on how new threats and opportunities will affect their mission,” said Portman. “It was inspiring to see all the important work done at the base. I will continue to advocate for all of Ohio’s defense installations through the rest of my term in the Senate so they can continue their work to keep all Americans safe.”

In November 2020, Portman participated in the groundbreaking ceremony for the Intelligence Production Complex, a 250,000 square foot, five-story building with room for over 900 employees, an effort to modernize NASIC’s facilities. Portman worked to ensure that the funding for NASIC’s needs were met through the FY2020 National Defense Authorization Act (NDAA).

During his time in Congress, Senator Portman has worked to increase the range of capabilities for military installations throughout Ohio, create jobs and opportunity for Ohio’s servicemembers, and strengthen our national security. Portman is currently conducting a multi-week tour of Ohio defense installations to see first-hand projects for which he has advocated. These assets provide jobs and economic growth across Ohio and positively influence the national security of our country. A 2021 JobsOhio study found that Ohio defense spending accounts for more than 380,500 direct and indirect jobs, more than a $39 billion statewide economic impact, and accounts for almost 6 percent of Ohio’s economy.

This visit is the sixth stop of Portman’s defense tour across Ohio. Last Wednesday, Portman visited the 121st Air Refueling Wing, located at the Rickenbacker Air National Guard Base, and the Ohio-based Battelle where Portman took a tour of their PFAS Annihilator which they are collaborating with federal agencies on. Rubio Leads Florida Delegation in Urging USDA to Declare Disaster for Florida Agriculture

U.S. Senators Marco Rubio (R-FL) and Rick Scott (R-FL) led bipartisan members of the Florida congressional delegation in sending a letter to U.S. Department of Agriculture Secretary Tom Vilsack in support of the State of Florida’s request to declare a Disaster for Florida counties that were impacted by Hurricane Ian, and to make assistance available to growers whose crops were damaged or destroyed. 
 
U.S. Representatives Vern Buchanan (R-FL), Byron Donalds (R-FL), Scott Franklin (R-FL), María Elvira Salazar (R-FL), Bill Posey (R-FL), Mario Díaz-Balart (R-FL), Mike Waltz (R-FL), Kat Cammack (R-FL), Brian Mast (R-FL), Debbie Wasserman Schultz (D-FL), Kathy Castor (D-FL), Neal Dunn (R-FL), Greg Steube (R-FL), Val Demings (D-FL), Darren Soto (D-FL), Matt Gaetz (R-FL), Lois Frankel (D-FL), and Sheila Cherfilus-McCormick (D-FL) also signed the letter.

  • “Florida’s growers have a unique role in the American food economy, as Florida is one of the only locations in the United States where major agricultural production can occur in the winter and spring months.  Florida’s agriculture industry feeds more than one hundred million Americans who live along the eastern seaboard, when they otherwise do not have access to domestically-grown fresh food.  In order to support the growers who were affected by Hurricane Ian, and to ensure that they can recover from losses and continue their important service of feeding America, the expeditious approval of a disaster declaration is warranted and necessary in order to have a successful winter and spring harvest season.” 

 
Earlier this week… Rubio attended Florida Citrus Mutual’s Annual Citrus Crop Estimate to discuss post-Hurricane Ian assistance to growers. He also released details of an initial $33 billion major disaster supplemental spending measure, including nearly $3 billion for U.S. Department of Agriculture programs.

Dear Secretary Vilsack:
 
We write in support of the State of Florida’s request for the U.S. Department of Agriculture (USDA) to declare a Disaster for Florida counties that were impacted by Hurricane Ian, and to make assistance available to growers whose crops were damaged or destroyed. 
 
Florida’s growers have a unique role in the American food economy, as Florida is one of the only locations in the United States where major agricultural production can occur in the winter and spring months.  Florida’s agriculture industry feeds more than one hundred million Americans who live along the eastern seaboard, when they otherwise do not have access to domestically-grown fresh food.  In order to support the growers who were affected by Hurricane Ian, and to ensure that they can recover from losses and continue their important service of feeding America, the expeditious approval of a disaster declaration is warranted and necessary in order to have a successful winter and spring harvest season.
